The Sr. Proposal Manager works as an integral part of Seneca's Business Development team and has full responsibility for all proposal activities during the proposal life cycle for all assigned direct and competitive award proposals from kickoff to final.

Responsibilities include, but are not limited to:

  • Collaborate closely with the Vice President of Business Development Operations to build, refine, and scale business development processes, documentation, and training infrastructure.
  • Support and execute business development change management strategies to improve consistency, efficiency, and organizational maturity.
  • Provide day-to-day business development operations support, ensuring proposal development activities are aligned with established processes, schedules, compliance requirements, and quality standards.
  • Serve as a key liaison between business development, capture, proposal, pricing, and operations teams to streamline workflows, resolve execution issues, and improve end-to-end proposal efficiency.
  • Independently lead the coordination and preparation of proposals including scheduling; conducting kick-off meetings, storyboarding and win strategy sessions, and review meetings.
  • Must be able to direct work of other team members, consultants, SMEs, and others while ensuring compliance and on-time delivery of responses.
  • Translate capture strategy, win-themes, customer hot buttons, discriminator/differentiators, and ghosting techniques throughout the proposal and coordinate review sessions.
  • Drive proposal content from contributors, writers, SMEs and reviewers to the proposal outline and schedule and assure that the proposal is compliant, compelling and persuasive in accordance with the solicitation requirements.
  • Ensure compliance with company's proposal processes, templates, checklists, standard write-ups, tools, best practices, and proposal repository procedures.
  • Assist in proposal writing and content development where needed.
  • Reviews requests for proposals/request for information (RFPs/RFIs) to support the opportunity review process, as needed.
  • Identifies and tracks proposal risks, escalating risks to director, as needed.
  • Leads proposal kickoff meeting jointly with BD/capture managers.
  • Develops proposal plans, schedules, outlines, and compliance matrices.
  • Prepares questions for submission to the client, including their own questions from a proposal development perspective.
  • Assembles and reviews the efforts of internal and external proposal contributors.
  • Coaches proposal team contributors on persuasive writing and proposal best practices
  • Reviews proposal draft and final versions for compliance and responsiveness to RFP, thoroughness, accuracy, staffing, financial considerations, quality, and effective design and layout; able to confirm consistency across sections.
  • Perform editing and desktop publishing as needed to prepare proposal for submission.
  • Edit graphics in PowerPoint or Adobe Illustrator as needed.
  • In addition to working on specific proposals, creates corporate concepts and boilerplate content for use in future proposals.
  • Conducts meetings to collect lessons learned and updates processes and templates accordingly.
  • Helps to maintain a proposal library.
  • Issue/respond to partner data calls.
  • Format and white glove documents as needed.
  • Ensure final products are in proposal libraries.
  • Identifies and tracks proposal risks, escalating risks to senior management as needed.
  • Work collaboratively with other corporate organizations and teaming partners.
  • Successfully manage $50M+ single award, competitive proposals
  • Develop GWAC ID/IQ Schedule proposals.
  • Provide mentorship and guidance to more junior team members.
  • Perform other duties as assigned.


Basic Qualifications:
  • Bachelor's degree and 10+ years professional experience
  • APMP Foundation or higher or Shipley Proposal Management certification
  • Federal Government proposal management experience (5+ years)
  • Must have the ability to simultaneously manage multiple proposals with varying levels of complexity.
  • Strong time management, organizational, and prioritization skills
  • Excellent writing and editing skills.
  • Meticulous attention to detail with a focus on producing quality products.
  • Demonstrated ability to work in a collaborative setting and effectively interact with team members.
  • Ability to research, interpret, and analyze precedent decisions, laws, and regulations according to, but not limited to, the FAR, DFAR, DOSAR, and various schedules as they apply.
  • Proven executive level presentation skills, both internal and external to the company
  • Strong organizational and time management skills
  • Strong proactive communication skills
  • Ability to quickly compile and present information from disparate sources in high pressure situations.
  • The ability to work in a team environment and display professionalism is essential.
  • Ability to take direction and have great attention to detail.
  • Customer service oriented with the ability to prioritize work and meet tight deadlines.
  • Ability to work flexible hours as needed - possibly including some nights and weekends.
  • Expertise with MS Office suite (Word, Excel, PowerPoint, etc.), Teams, SharePoint
  • Expertise with Adobe Acrobat Pro

Desired Skills:
  • Proposal Management Software Tool experience (i.e., RFPIO/Responsive, Visible Thread, Loopio, etc.)
