The Fully Qualified Navy Validator III (FQNV3) serves as an independent cybersecurity
authority responsible for validation and assessment of Department of the Navy RMF
authorization packages. This role performs third-party validation of implemented security
controls, develops and executes Security Assessment Plans (SAPs), and documents residual risk
through Security Assessment Reports (SARs) and Risk Assessment Reports (RARs). Acting as a
trusted agent to the Navy Security Control Assessor (SCA), the Validator supports authorization
decisions in accordance with DON, NAVSEA, and DoD RMF policy.
KEY RESPONSIBILITIES
RMF Validation & Oversight
• Lead and perform cybersecurity validation activities in accordance with DoD RMF and
DON CIO IA policies.
• Validate security controls and authorization packages for Platform IT (PIT) systems.
• Ensure compliance with applicable cybersecurity standards and accreditation
requirements.
Leadership & Technical Coordination
• Manage and provide oversight to Information Assurance Technical (IAT) personnel,
certification agents, and system engineers.
• Coordinate validation activities with government stakeholders, system owners, and
engineering teams.
• Provide expert guidance on RMF implementation and compliance best practices.
Compliance Documentation & Reporting
• Review and approve cybersecurity documentation and authorization artifacts.
• Support audits, inspections, and assessments related to system authorization.
• Maintain validation records and ensure traceability of findings and resolutions.
REQUIRED QUALIFICATIONS
• Bachelor’s degree in Computer Science from an accredited college or university.
• Five (5) years of professional experience managing RMF compliance, IAT personnel,
and certification agents.
• Demonstrated experience supporting DON or DoD cybersecurity programs.
• Must possess and maintain DoD 8570 IAT Level II certification.
• Must hold and maintain Navy Qualified Validator (NQV) Level III certification.
