MANTECH seeks a proactive, motivated, and customer-oriented Site Supervisor to join our team in Manila, Philippines.
The Site Supervisor is responsible for the on-site management and execution of complex construction projects, with a special focus on secure and cleared facilities like Sensitive Compartmented Information Facilities (SCIFs). The role requires expert knowledge of building codes for both the United States and the Republic of the Philippines. Key duties include leading teams, managing subcontractors, ensuring adherence to safety and schedules, and overseeing the integration of network technology infrastructure.

The role requires expert knowledge of building codes for both the United States and the Republic of the Philippines. Key duties include leading teams, managing subcontractors, ensuring adherence to safety and schedules, and overseeing the integration of network technology infrastructure.
Responsibilities include but are not limited to:
- Project Execution and Oversight: Direct and manage all on-site construction activities from foundation to closeout, ensuring all work aligns with project plans, quality standards, and budget constraints.
- Code Compliance: Ensure full compliance with all relevant building codes, regulations, and standards in both the United States (e.g., IBC, local state/county codes) and the Republic of the Philippines.
- Secure Facility Management: Directly manage construction projects for cleared facilities, demonstrating a thorough understanding of security requirements, controlled access, and material handling procedures for such sites.
- SCIF Construction Expertise: Oversee all phases of SCIF (Sensitive Compartmented Information Facility) construction, including physical security measures, acoustic controls, and compliance with all relevant Intelligence Community Directives (ICD).
- Network Technology Integration: Coordinate and supervise the installation, termination, and testing of complex network technology infrastructure, including structured cabling, server room build-outs, and communication systems, ensuring readiness for final systems integration.
- Schedule and Safety: Maintain a master construction schedule, proactively identify potential delays, and implement corrective actions. Enforce a strict, zero-tolerance safety program on-site, ensuring compliance with OSHA and local safety regulations.
- Team Leadership: Supervise and mentor on-site staff, including foremen, skilled tradespeople, and subcontractors, fostering a collaborative and high-performing work environment.
- Documentation and Reporting: Prepare daily reports, track project progress, manage change orders, and maintain comprehensive records of site activities, inspections, and materials.
Minimum Qualifications:
- 5+ years of experience as a Construction Site Supervisor or a similar leadership role in commercial or government construction.
- Proven, hands-on experience managing and successfully completing projects for cleared government or defense facilities.
- Demonstrable experience in SCIF construction and renovation, with a deep understanding of security accreditation processes.
- Experience with the installation and oversight of network technology and telecommunications infrastructure in a new construction environment.
- Willingness and ability to travel internationally and manage projects in diverse global locations.
- Dual-Jurisdiction Building Code Mastery: Expert knowledge of the International Building Code (IBC) and major US state/federal regulations, combined with expert knowledge of the National Building Code of the Philippines (PD 1096).
- Exceptional leadership, communication, and problem-solving skills.
- Ability to read, interpret, and work from blueprints, schematics, and technical specifications, including those related to secure facility design and network layouts.
- Proficiency in construction management software and tools.
- Bachelor's Degree in Construction Management, Engineering, or a related field. Certified Construction Manager (CRM) or a relevant professional certification may be substituted for a degree.
Clearance Requirements :
- Must have a current/active TS/SCI
Physical Requirements:
- Ability to maintain construction security oversight in outdoor environment; walk (with personal protective equipment) to inspect and document delivery of components and assembly/construction of structure.
