  • Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluates work performance of subordinates.
  • Plans, organizes, and oversees the activities of the Airfield Operations Support Flight, Host Aviation Resource Management, Radar & Airfield Weather Systems, Contract Officer Representative for Precision Measurement Equipment Laboratory and Transient Alert functions. Develops and directs the implementation of short- and long-term operational plans, policies, and procedures of listed mission functions, and airfield facilities essential to flight safety and flight operations.
  • Oversees maintenance and operation of the airfield to ensure compliance with all applicable safety regulations. Responsible to open or close the airfield to air traffic after determining safe or unsafe operating conditions exist, based on knowledge of aircraft configurations and maneuvering capabilities.
  • Represents the installation for all airfield management matters at various conferences, meetings, and one-on-one dealings with local officials, other DoD components, and other Federal and State organizations concerning management and use of the airfield. Directs Interim Safety Boards (ISB) as the Board President for flight mishaps at or below the Class B level and serves as the Pilot Member on ISBs at the Class A level. Leads teams of up to 20 members comprised of personnel from the installation, tenant units and the City of Colorado Springs Airport, preserves evidence, and conducts investigations IAW Air Force 91 series instructions.
  • Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO). Develops, modifies, and/or interprets performance standards.

    • May be required to participate in Operational Readiness Exercises and Major Accident Response Exercises.
    • Flight line driver's license and SECRET security clearance required.
    • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
    • May be required to work overtime on an unscheduled or emergency basis.
    • This is a Supervisory Position. 1-year supervisory probationary period is required if applicant selected has not previously met this requirement
    Qualifications

    Conditions of Employment:
    This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. The incumbent is subject to random testing for drug use.

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Transportation Operations Series 2150.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH 02, equivalent to the next to lower grade GS 11 or equivalent in the Federal Service. Examples of specialized experience include; experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge Comprehensive knowledge of a wide range of federal and agency airfield management and flight planning principles, practices, procedures, and regulations applicable to the full range of airfield management responsibilities on a military installation and the relationship of these activities to the air traffic system. The work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve airfield management issues or problems. Knowledge of DOD, Air Force, Federal Aviation Administration, International Civil Aviation rules, and other applicable laws, regulations, instructions, and directives as they pertain to airfield standards, air traffic control, aircraft operations characteristics, and airfield management. Knowledge of safety and security regulations, practices, and procedures. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources, and to mentor, motivate, and appraise the staff of an organization. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning airfield operations and maintenance. Knowledge of regulations and Department of Air Force Manuals affecting Aviation Resource Management, Radar Airfield & Weather System, Precision Measurement Equipment Laboratory, Transient Alert and Quality Assurance Evaluators.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-02 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of DOD, Air Force, Federal Aviation Administration, International Civil Aviation rules, and other applicable laws, regulations, instructions, and directives as they pertain to airfield standards, air traffic control, aircraft operations characteristics, and airfield management.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
