Duties

  • Serves as the Senior System Administrator, USAFWC SAP ISSO and expert IT cybersecurity specialist responsible for advising the USAFWC ISSM, PSO, GSSOs, wing-level leadership and ISSMs/ISSOs, and other key stakeholders on the ongoing cybersecurity posture and risk levels of all IT systems, programs, and process for the USAFWC enterprise.
  • Provides technical guidance, instruction, training to users, and other IT specialists.
  • Serves as the Senior System Administrator Advisor to leadership. Participates as key member and advisor on special committees and special projects (e.g. studies methods to enhance information technology throughout installation and enterprise).
  • Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • This position may require frequent travel or long periods away from the normal duty station to include CONUS or overseas and may include remote or isolated sites.
  • The incumbent will be required to drive to other installations to attend meetings and conferences. A valid driver's license is required for the position.
  • The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. The employee may be required to carry a cell phone.
  • The employee may be subject to other duties as determined by USAFWC CC/CD, Director of Staff, A/5 Director or Chief of Advanced Programs.

Qualifications

Conditions of Employment:
  • This position is emergency essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. The duties of this position are essential to the accomplishment of wartime and/or contingency operations.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment.
  • Cybersecurity education, training, and certifications are a condition of employment. This position includes cybersecurity work as a paramount duty requirement. Per DoD 8140, Cyber Workforce Qualification Program, the employee must achieve the appropriate education, training or personnel certification within six months of assignment of these duties and meet continuous professional development requirements. Failure to receive and maintain the proper cybersecurity certification may result in removal from this position. Per DCWF work role codes, this position has been designated as ISSM (722) Intermediate level, System Security Analyst (461) Intermediate level, and System Security Administrator (451) Basic level.
  • The physical requirements of this position as determined by the manager are: physical exertion such as long periods of standing; or recurring activities such as bending, climbing, stooping, stretching, reaching; or recurring lifting of moderately heavy items. The incumbent requires the ability to perform physically arduous work such as climbing into false ceilings and crawling under false floors during physical security inspections. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity. The work can be sedentary. Prolonged periods of sitting, reading, computer processing, and analysis are typical.

Qualifications:
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent in other pay systems. Examples of specialized experience includes: Applying systems integration/performance tuning methods to the installation of new products/equipment and the resolution of unusual and difficult issues; implementing configuration management methods/techniques to the installation and maintenance of software/hardware, optimization of systems functionality, and the analyzation/recovery of failed systems; troubleshooting complex computer system failures, recovering systems, and adjusting/improving systems to include hardware and software components; and utilizing new or revised policies, practices, and technical management guidelines to provide advisory services, consultation, technical assistance, and training.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of wide range of principles, methods, practices for integrating information system components, the latest advancements in technology to resolve unusual and difficult issues sufficient to plan, coordinate, and administer computer systems, and optimize system performance.
  • Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot performance problems, and perform a wide range of systems administration functions.
  • Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
  • Knowledge of personnel management policies, practices, regulations, and procedures to adjust work operations to meet emergencies; change of program or production safety, and security requirements within available resources and with minimum sacrifice of quantity or quality of work; and establish program objectives or performance goals and access progress toward their achievement.
  • Skilled in developing interpersonal relationships, maintaining working relations, planning, organizing, reprioritizing work to meet changing deadlines, developing and conducting training to ensure proper maintenance of assigned system and equipment; making recommendations to senior leadership or maintenance technicians and communicate orally and in writing.
  • Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state of the art technology.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
