Reporting to the Program Manager, the Human Resources Specialist provides comprehensive administrative and technical HR support across multiple branches within the NUWCDIVNPT Human Resources Department. The position supports Staffing and Classification, Workforce Development, and Labor and Employee Relations functions by coordinating personnel actions, workforce development initiatives, training administration, employee onboarding processes, and HR documentation. This position is located in Newport, RI.

Reporting to the Program Manager, the Human Resources Specialist provides comprehensive administrative and technical HR support across multiple branches within the NUWCDIVNPT Human Resources Department. The position supports Staffing and Classification, Workforce Development, and Labor and Employee Relations functions by coordinating personnel actions, workforce development initiatives, training administration, employee onboarding processes, and HR documentation. This position is located in Newport, RI.
What You'll Do
- Provide guidance to employees regarding federal retirement options, eligibility requirements, and timelines.
- Support staffing and classification activities by processing and tracking personnel actions, including SF-52 reviews and closeouts.
- Coordinate vacancy documentation and transmit complete vacancy files to government HR specialists.
- Assist with New Employee Orientation (NEO) standard operating procedures and onboarding documentation.
- Maintain and update employee data related to workforce programs, including DAWIA participation tracking.
- Attend and contribute to branch staff meetings and coordination efforts.
- Administer employee training requests, including submission of academic courses and textbook requests within Navy ERP systems.
- Coordinate training approvals through workflow emails to supervisors and stakeholders.
- Compile, analyze, and refine training needs assessment data to improve usability and reporting.
- Maintain and update SharePoint training records and workforce development databases.
- Perform supervisor lookups and verification to support training and personnel workflows.
- Research and collaborate on the development of workforce training resource guides.
- Track, reconcile, and follow up on outstanding personnel and training actions to ensure timely closeout.
- Provide administrative support for Labor and Employee Relations activities as assigned.
- Assist with documentation, record maintenance, and coordination related to personnel actions and workforce programs.
- Draft, edit, revise, and compile HR documents, correspondence, and presentation materials for government review and approval.
- Collaborate on updates and formatting of HR standard operating procedures to ensure accuracy and consistency.
- Maintain organized records and ensure data integrity across HR systems and shared repositories.
- Participate in staff meetings and cross-branch coordination efforts to support HR mission objectives.
- Bid and proposal support if requested.
- Other duties as assigned.
Required Qualifications:
- An active secret clearance is required to be considered for this position.
- HS Diploma/GED required.
- Two (2) years of experience supporting staffing, classification, workforce development, or training programs in a federal or DoD environment.
- Familiarity with SF-52 personnel actions and HR workflow processes.
- Demonstrated proficiency in Microsoft Office (Word, Excel, PowerPoint), SharePoint, and enterprise HR systems (e.g., Navy ERP).
- Must possess basic computer literacy and data entry skills.
- Strong attention to detail and organizational skills.
- Excellent verbal and written communication skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Desired Qualifications:
- Experience within a U.S Navy Human Resources organization.
- Familiarity with DAWIA, federal retirement systems, and workforce development programs.
- Experience supporting New Employee Orientation or onboarding processes.
- Demonstrated ability to improve processes, data usability, and administrative efficiency.
Physical Requirements:
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
