Reporting to the Program Manager, the Financial Analyst provides comprehensive programmatic and financial support to NUWC Division Newport (NUWCDIVNPT). This role supports program execution through financial analysis, planning, reporting, and coordination with program managers, customer advocates, and comptroller organizations. The position ensures accurate financial tracking, compliance with Department of the Navy (DoN) policies, and effective program execution across multiple projects. This position is located in Newport, RI.

Reporting to the Program Manager, the Financial Analyst provides comprehensive programmatic and financial support to NUWC Division Newport (NUWCDIVNPT). This role supports program execution through financial analysis, planning, reporting, and coordination with program managers, customer advocates, and comptroller organizations. The position ensures accurate financial tracking, compliance with Department of the Navy (DoN) policies, and effective program execution across multiple projects. This position is located in Newport, RI.
What You'll Do
- Provide program management and financial support services across assigned NUWCDIVNPT programs and projects.
- Perform technical reviews and analyze project requirements, schedules, execution plans, and resource allocations to support effective program execution.
- Develop Navy Enterprise Resource Planning (NERP) structures and program spend plans for upload into the NAVSEA Enterprise Planning System (NEPS).
- Prepare Earned Value Management (EVM) metrics, reports, and schedules to support funding sponsors and program leadership.
- Prepare and coordinate Funding Document acceptance packages in collaboration with customer advocates, program managers, and the Comptroller Department.
- Analyze financial data to identify discrepancies, anomalies, and risks related to labor charges, non-labor costs, erroneous charges, cost overruns, and Service Cost Center rejected inputs.
- Prepare and deliver weekly Expenditure Reports comparing obligations and expenditures against funding authorizations, sponsor objectives, and established Department of the Navy benchmarks.
- Support fiscal year closeout and startup activities, including reconciliation, analysis, and planning for new funding lines.
- Provide bid and proposal support, as requested, including cost analysis, data validation, and documentation preparation.
- Perform other related duties as assigned in support of organizational and mission requirements.
Required Qualifications:
- An active secret clearance is required to be considered for this position.
- Bachelor's degree is required.
- One (1) years of experience in program management, financial analysis, or business operations within a DoD, U.S. Navy, or federal environment.
- Working knowledge of Navy financial systems, including NERP and NEPS, or the ability to quickly learn enterprise financial tools.
- Familiarity with Earned Value Management (EVM) principles and financial reporting requirements.
- Strong analytical skills with the ability to identify trends, discrepancies, and risks in complex financial data.
- Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
- Excellent written and verbal communication skills with the ability to coordinate across technical, financial, and leadership teams
- Must possess basic computer literacy and data entry skills.
- Strong attention to detail and organizational skills.
- Demonstrated problem-solving skills.
- Must possess strong time management skills.
- Must be able to work in a fast-paced, changing, and challenging environment.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Desired Qualifications:
- Experience preparing and analyzing funding documents, expenditure reports, and fiscal data across multiple projects or task orders.
- Demonstrated ability to analyze complex financial data to identify discrepancies, anomalies, cost risks, and execution issues.
- Experience supporting fiscal year startup and closeout activities.
Physical Requirements:
- Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
