Position Overview:
ANSER is seeking an Operations & Continuity of Operations (COOP) Analyst to provide direct support within the Office of the Secretary of Defense, Office of the Performance Improvement Officer and Director of Administration and Management (OPIO-DA&M), Business Operations (BO) Directorate. In this role you will accurately distribute incoming and outgoing unclassified and classified documents, provide subject matter expertise, and carry out day-to-day analytical activities pertaining to operations and COOP activities. You will provide executive-level project, operational, and senior leader stakeholder engagement and coordination.
This position requires on-site support at the Pentagon, Monday through Friday, during core business hours of 8am-4pm with potential shifts in work time based on operational requirements. It also requires occasional same day to overnight travel to Raven Rock Mountain Complex in support of mission requirements.

Day to Day Responsibilities:
- Assist BO leadership, action officers, and contractor team members as needed in managing taskers, coordinating document reviews and formatting, preparing signature packages and read-ahead information, and general correspondence.
- Create and implement standard operational procedures, training guides, and support the training of staff members in the structure and missions of the BO.
- Assist government personnel with the development of business methods and procedures, including administrative systems, suspense tracking, process flows, and production schedules to support CATMS.
- Develop, maintain, and implement routine office technical/administrative procedures and standards to include Records management file systems according to National Archives and Records Administration (NARA).
- Intake, review, and analyze Freedom of Information Act (FOIA) requests and responses. Ability to engage relevant agency stakeholders to locate requested records and confirm that the release and disclosure of responsive documents adhere to applicable exemptions and/or exclusions. Understand and apply Privacy Act (PA) laws, regulations, and privacy implications.
- Engage COOP stakeholders from across the OSD enterprise to coordinate activities meetings, planning exercise and real-word events.
- Prepare metrics, weekly action reports of critical suspense data, weekly reconciliation between internal/external program offices of pending/overdue actions and identify discrepancies to government personnel.
- Other responsibilities and duties as assigned.
Required Qualifications:
- Active Top Secret clearance required at date of hire with ability to obtain TS/SCI.
- Master's Degree
- 12+ years' experience with related professional work efforts, preferably within the OSD or the DoD. Will accept a bachelor's degree and 17 years of experience.
- Prior experience providing professional and analytic deliverables, insights in support of technical, managerial, procedural, project tasks.
- 5+ years' experience providing services to senior general/flag officer ranks and/or SES levels within the DoD, other government agencies, or industry corporate equivalents.
- Demonstrated high proficiency with Microsoft Office, specifically with Microsoft SharePoint.
- Prior experience with stakeholder coordination across DoD or other government entities.
- Familiarity with the Pentagon, DoD organization/structure, and senior leader decision-making.
- Completed or in-progress FEMA Level I Professional Continuity Practitioner Certification
Preferred Qualifications:
- TS/SCI clearance.
- Highly proficient with the Microsoft Office Suite of applications, especially Word, Excel, PowerPoint, SharePoint, and Teams.
- Professionalism, tact, and experience working with senior DoD leadership.
- Ability to produce quality work independently or in a group setting, provide solutions to customer issues, and solve problems quickly.
