Seneca Holdings is seeking a motivated and detail-oriented Senior Capture Specialist to assist our Business Development (BD) team in shaping and executing capture strategies for federal government opportunities. This position works closely with Business Development to qualify opportunities, develop competitive capture plans, manage customer and partner engagement activities, and support proposal development through award. The ideal candidate is highly organized, proactive, and able to work both independently and collaboratively within a close-knit team environment.

Key Responsibilities
  • Support or co-lead capture activities for assigned federal opportunities, including opportunity qualification, win strategy development, and capture execution.
  • Draft and update comprehensive capture plans, call plans, win themes, and competitive assessments.
  • Facilitate internal capture reviews, gate reviews, and milestone meetings.
  • Conduct in-depth research on target agencies, programs, customers, and competitors.
  • Analyze historical contract data, incumbent positioning, acquisition strategies, and procurement trends.
  • Track and assess pipeline health, risks, and probability of win.
  • Support customer engagement strategies, including meeting preparation, agenda development, and follow-up.
  • Assist in identifying, evaluating, and managing teaming partners and subcontractors.
  • Draft and manage partner briefing materials and teaming documentation (e.g., NDAs, TAAs in coordination with contracts).
  • Support proposal development efforts by contributing to executive summaries, management approaches, and win theme alignment.
  • Coordinate proposal inputs and ensure capture strategy is reflected throughout proposal content.
  • Review proposal drafts for compliance, clarity, and alignment with capture strategy.
  • Maintain accurate and up-to-date opportunity data in CRM and pipeline tools.
  • Track capture actions, decisions, and risks to closure.
  • Develop and refine capture tools, templates, and best practices to improve efficiency and consistency.

Qualifications
  • Bachelor's degree in Business, Communications, or a related field (or equivalent experience).
  • 5-8+ years of experience supporting or leading capture and business development efforts in the federal government contracting environment.
  • Strong understanding of the federal acquisition lifecycle, including RFIs, RFPs, IDIQs, task orders, and GWACs.
  • Demonstrated experience developing capture plans and supporting win strategies.
  • Excellent writing, research, and presentation development skills.
  • Proficiency with Microsoft Office Suite and CRM / pipeline tools.
  • Ability to manage multiple priorities, deadlines, and stakeholders.
  • Self-starter with strong judgment and the ability to work independently while collaborating closely with cross-functional teams.

Preferred Skills
  • Experience supporting HHS and Civilian Health agencies.
  • Familiarity with pricing strategies and proposal compliance processes.
  • Prior experience in a small to mid-sized federal contractor environment.
