Position Summary

Redhawk Administrative Services (RAS) is a Potawatomi Business Development Corporation (PBDC) subsidiary and SBA-certified 8(a)/HUBZone small business providing financial management, audit remediation, ERP system support, and operational excellence to federal clients. RAS partners with defense and civilian agencies to deliver high-quality, mission-aligned solutions that strengthen accountability, efficiency, and readiness across the enterprise.

Redhawk Administrative Services (RAS) is seeking an experienced Proposal and Capture Manager to lead business development, proposal strategy, and capture execution across our Financial Management, Enterprise Resource Planning (ERP) Systems Support, and Financial Improvement and Audit Remediation portfolios within the Federal Defense and Civilian markets. This role combines financial management subject matter expertise with business development acumen-requiring a strong understanding of federal acquisition, pricing strategies, and compliant proposal development.

The ideal candidate will bring a blend of technical knowledge, strategic thinking, and hands-on proposal execution to drive RAS's continued growth in mission-critical financial and enterprise transformation programs.

Essential Duties & Responsibilities

Strategic Growth & Business Development
  • Identify new opportunities through SAM.gov, GWAC/IDIQ vehicles, and customer engagement.
  • Support pipeline development and qualification through Salesforce and internal business systems.
  • Contribute to capture strategy sessions, bid/no-bid decisions, and long-term growth planning.
  • Interface and proactively reach out to the Contracting officers and Program Requirements Managers for applicable opportunities to build relationships and generate demos/meetings for the Redhawk GM

  • Provide executive-level briefings on capture status, win probability, and proposal readiness.


Capture Management
  • Lead capture activities from opportunity identification through pre-RFP and proposal submission.
  • Develop capture plans and win strategies tailored to DoD and federal Financial Management, ERP, and Audit Remediation missions.
  • Conduct competitor analysis, capabilities matrices, teaming assessments, and price-to-win strategies.
  • Coordinate with operations and SMEs to develop solution approaches and key differentiators.

  • Manage relationships with teaming partners, subcontractors, and government stakeholders throughout the capture lifecycle.


Proposal Management
  • Oversee the development and submission of high-quality, compliant, and compelling proposals.
  • Lead proposal kick-offs, color team reviews, and schedule management to ensure timely delivery.
  • Write and edit technical and management volumes, ensuring alignment with solicitation requirements and evaluation criteria.
  • Collaborate with pricing, contracts, and finance teams to ensure accurate cost proposals and compliance with FAR/DFARS and SBA 8(a) requirements.
  • Maintain version control, compliance matrices, and proposal documentation in accordance with RAS standards.


Education, Certification & Experience Requirements

Education:

  • Bachelor's Degree in Business, Finance, Accounting or a related field.


Experience:
  • Minimum of 7 years of experience in federal contracting, including 3+ years in proposal or capture management.
  • Proven track record of managing and winning competitive proposals for IT and cybersecurity contracts in federal markets.
  • Strong understanding of DoW Financial Management, Audit Remediation, and ERP Systems (SAP, Oracle, GFEBS, DEAMS, etc.).
  • Proven experience leading compliant and competitive proposals under FAR Part 15, Part 12, and other acquisition strategies.
  • Knowledge of SBA 8(a) program requirements and small business set-aside mechanisms.
  • Experience developing pricing models, cost narratives, and price-to-win analyses.

  • Excellent writing, communication, and organizational skills, with demonstrated ability to lead cross-functional teams under tight deadlines.


Preferred Qualifications
  • Master of Business Administration or equivalent graduate degree.
  • Strong customer relationships at the Department of War, specifically at the Defense Health Agency, Department of Navy, and Department of the Air Force.
  • Experience delivering DoD Financial Management, ERP Systems, and Audit Remediation support.
  • Capture experience with RFPs and IDIQ/Task Order environments (e.g., OASIS+, Seaport NxG, GSA MAS).
  • Prior experience working for or with small, disadvantaged businesses, including native-owned businesses.


Knowledge, Skills & Abilities

  • Knowledge of federal proposal lifecycle, including RFP analysis, compliance management, and review process.

  • Knowledge of capture planning, business development integration, and Shipley/APMP best practices.

  • Knowledge of IT and cybersecurity GovCon environments, including contract vehicles, such as GSA MAS, GSA STARS III, SEWP, CIO-SP3, etc.

  • Skill in managing multiple, concurrent proposals under tight deadlines while ensuring high-quality compliance outputs.

  • Skill in leading cross-functional teams, technical, pricing, contracts, and BD in a remote environment.

  • Skills in editing, writing, and structuring persuasive evaluator-focused content.

  • Demonstrated skill in Microsoft Word, Excel, PowerPoint, and Publisher, and Adobe Acrobat according to RFP requirements and proposal format and styles.

  • Ability to translate technical IT and cybersecurity information into clear, compelling proposal narratives.

  • Ability to analyze data, trends, and competitor activity to support pursuit strategy and improve p.win.

  • Ability to maintain attention to detail, consistency, and compliance while managing competing priorities.

  • Ability to foster collaboration, accountability, and communication across distributed teams.


Working Conditions/Working Environment/Physical Demands

  • This is a remote position with all work performed from the employee's home office.

  • May require occasional travel (up to 15%) for customer meetings, industry events, or partner engagements.

  • Requires a quiet, professional workspace with reliable high-speed internet to support video conferencing, collaboration tools, and secure data access

  • Fast-paced, deadline-driven environment requiring flexibility, proactive communication, and responsiveness to shifting priorities

  • Extended hours may be necessary during critical capture or proposal phases

  • Frequent collaboration with geographically dispersed teams, customers, and partners via virtual platforms.
