Position Title: Proposal/Capture Manager
Division: Potawatomi Training
Location: Remote
FLSA Classification: Exempt- Salaried

Position Summary
This position is responsible for managing the full lifecycle of business development activities, including capture planning, proposal development, and submission for strategic opportunities. This role ensures compliance with solicitation requirements, develops win strategies, and coordinates cross-functional teams to deliver high-quality, competitive proposals. Key duties include creating capture plans, conducting market and competitor analysis, facilitating proposal reviews, and collaborating with subject matter experts and pricing teams. Performance is measured by achieving a target win rate of 30-40%, maintaining 100% on-time proposal submissions, ensuring 95%+ compliance during internal quality reviews, and contributing to annual pipeline growth through effective capture strategies and client engagement. The ideal candidate has proven experience in federal contracting, strong leadership and organizational skills, and proficiency with proposal tools and processes.
Essential Duties & Responsibilities
• Oversee the complete proposal lifecycle
o Ensure all information is entered into Sales Force
o Ensure anything missing in Sales Force is brought to the attention of the team immediately
o Ensure Sales Force status is up to date
• Review Request for Proposals and corresponding Performance Work Statements to determine the requirements for all technical and pricing volumes associated with the proposal
• Identify platform vehicle for proposal submission and ensure information required to submit to the vehicle is active and current
o Obtain access to the contracting vehicle if required
o Contact help desks for the vehicle to resolve any issues before submission
• Act as the main point of contact for all parties working the proposal
• Coordinate all efforts between PT, pricing, and any subcontractors involved in the proposal
• Coordinate with the technical and pricing team to obtain information required for proposal submission
• Create and distribute a calendar that outlines milestones and final due dates for the proposal submission
o Create and distribute checklists and action items with corresponding due dates as part of the larger proposal calendar for both the technical and pricing team
o Include all color team reviews with team member assignments and due dates
• Create a proposal outline with the specific requirements for each section that align with the PWS and RFP
o Coordinate with team on pre-existing boiler language for use
o Coordinate with team for relevant Past Performance language to be included
• Coordinate and schedule all meetings associated with the proposal effort
o Include an agenda of items to be discussed and reviewed
o Include any actions due at the time of the meeting
• Contribute where possible to the written portions of both the technical and writing volumes
• Review all proposal content to assess-
o Grammar, spelling, and punctuation
o Voice and uniformity in syntax structure
o Content requirements; solution to problem set
o Compliance
o Alignment with the team strategy
o Alignment with the client expectations and problem set
o Company quality standards
• Coordinate with the General Manager for required signatures
• Coordinate with the General Manager for final submission efforts via contract vehicle and any associated follow up email requirements
• Maintain a content library of all final work submitted within the team channel
Education, Certification & Experience Requirements
Education:
• Bachelor's Degree in English, Journalism, Communication, Technical Writing or related field (preferred).
Experience:
• 7+ years of direct experience in proposal management (required)
• Expe rience managing a team and assigning tasks
• Experience developing milestone calendars
• Experience reading, analyzing, and interpreting RFPs, RFIs, and Performance Work Statements/Statements of Work
• Experience with Rough Order of Magnitudes (preferred)
• Experience writing technical narratives and pricing narratives (preferred)
