Position Summary
1 Health Solutions, LLC. (1HS) is seeking an experienced Medical Capture and Proposal Manager to lead end-to-end capture and proposal strategies across the federal medical contracting continuum. These activities include, but are not limited, leading and executing business development, capture and proposal development strategies for targeted federal medical contract opportunities, ensuring pursuits are strategically aligned with 1HS' growth objectives and positioned for maximum Probability of Win (PWIN) for contract award. This role is accountable for identifying opportunities, developing and executing comprehensive capture plans, fostering strong customer and partner relationships, shaping acquisition strategies, and coordinating cross-functional resources to deliver winning solutions. The Medical Capture and Proposal Manager will collaborate closely with operations, proposal teams, technical leaders, and executive leadership to transform qualified opportunities into competitive, customer-focused proposals that advances 1HS' mission in delivering secure, innovative, and mission-ready medical-centric solutions to federal clients.

Essential Duties & Responsibilities
- Lead all phases of capture management for potential opportunities from identification through contract award, ensuring alignment with the company's strategic growth goals.
- Develop and maintain capture plans outlining customer profiles, competitive analysis, win themes, technical gap analysis, teaming and pursuit strategies.
- Proactively engage with federal government customers, industry partners, and key stakeholders to gather intelligence, influence acquisition approaches, and strengthen positioning for contract award.
- Identity, vet, and qualify teaming partners to address capability gaps, contract vehicle requirements, customer relationships, socioeconomic objectives and advantages in alignment with the company's competitive strategy.
- Collaborate with company leadership to define solutions, staffing plans, and risk mitigation strategies.
- Conduct market analysis and coordinate with pricing teams to develop competitive price-to-win models.
- Manage capture timelines, milestones, gates, and deliverables to ensure effective capture practices and increase PWIN percentage to develop a compelling proposal and position to bid.
- Lead and execute the transition from opportunity identification-to-capture-to-proposal, ensuring proposal content reflects medical capture strategy, customer insights, compelling win themes, competitive analysis, and customer pain points with solutions.
- Monitor agency forecasts, industry developments, and competitive movements to identify and qualify new business opportunities.
Identify opportunities via industry research tools (e.g. SAM, GovWin, etc.) while maintaining company opportunity pipeline database (i.e., Salesforce).
Education, Certification & Experience Requirements
Education and Certification(s):
- Bachelor's Degree in Business Administration, Management, Marketing, Information Technology, Healthcare Administration or a related field.
Shipley Capture Management Certification (Preferred).
Experience:
- 7+ years of progressive experience in federal medical-focused capture management of business development via the 8(a) direct award or competitive solicitation processes.
- Proven track record leading and winning both 8(a) direct award and competitive medical-centric procurements across the federal market space.
- Demonstrated experience with agency and/or federal contract vehicles (e.g., GSA MAS, GSA STARS III, OASIS+).
- Experience collaborating with proposal teams to ensure strategic alignment from identification through submission.
- Experience with managing multiple, concurrent captures (3-5) across assigned markets without loss of continuity or quality.
- Demonstrated win record of medical-centric contracts as the primary capture and proposal manager for opportunities valued at $10M+.
- Strong analytical skills with proven experience in developing and executing comprehensive account plans and capture strategies, incorporating statistical analysis of company historical capture performance and forward-looking forecasts to inform data-driven decision making.
- Deep network of industry partners to leverage company's positions on identification, capture and bid pursuits.
Ability to create and synthesize new customer relationships through networking or innovative outreach approaches.
Knowledge, Skills & Abilities
Ability to effectively communicate (writing, speaking, etc.) in the English language
Proficient with basic computer functions, Microsoft Windows Operating System and the Microsoft Office Suite of Products as well as federal business development applications such as SAM.gov, GovWin, etc.
Knowledge of federal procurement processes, FAR/DFARS regulations, and acquisition strategies relevant to company's core markets.
Knowledge of the federal medical industry capture methodologies and competitive intelligence best practices leading to an 8(a) direct award or respond to a competitive solicitation.
Skill in building and maintaining trusted relationships with federal clients, teaming partners, and key decision makers
Skill in leading cross-functional teams to deliver coordinated capture activities under strict deadlines.
Ability to assess opportunities for fit, conduct risk analysis, and make informed bid/no-bid decisions/recommendations.
Ability to develop and articulate differentiated win themes and value propositions that resonate with Source Selection Evaluation Boards.
Ability to manage multiple concurrent pursuits (3-5) without loss of quality or strategic focus.

This is a remote position with all work performed from the employee's home office requiring a quiet, professional workspace with reliable high-speed internet to support video conferencing, collaboration tools, and secure data access.- May require occasional travel (up to 15%) for customer meetings, industry events, or partner engagements.
