Position Summary

Command Cyber Solutions, LLC. (CCS) is seeking an experienced Manager of Proposal Development and Capture to lead the development, coordination, and execution of proposal and capture activities for federal IT and cybersecurity opportunities. This hybrid role combines strategic pursuit planning with hands-on proposal management, ensuring that CCS delivers high-quality, compliant, and competitive submissions. The Manager will oversee proposal lifecycle activities, from pre-RFP planning and capture strategy to post-submission debriefs, while collaborating with technical, pricing, and leadership teams to drive winning results. The ideal candidate has deep experience in federal proposal management, a strong understanding of IT and cybersecurity solutions, and a proven ability to manage multiple complex pursuits in a fast-paced, remote environment.

Essential Duties & Responsibilities

Proposal Management
  • Lead the end-to-end proposal development process, ensuring all deliverables meet compliance, quality, and deadline requirements.
  • Analyze and interpret RFPs and provide guidance to proposal team members, including Pricing Manager, volume leads, subject matter experts, and subcontractors, regarding deliverable requirements.
  • Assign development tasks to appropriate team members, which may include proposal staff, corporate and contract staff, subject matter experts, and subcontractors.
  • Develop annotated proposal outlines, compliance matrices, schedules, and production plans aligned with solicitation requirements and CCS standards.
  • Facilitate kickoff meetings, daily progress reviews, and color team evaluations (Pink, Red, Gold, Green, etc.) to maintain quality and alignment.
  • Clearly and regularly communicate proposal development strategies, plans, and expectations to all proposal team members.
  • Write, edit, and integrate management, technical, and executive summary content that effectively communicates CCS's value proposition.
  • Collaborate with technical SMEs and engineers to translate complex IT and cybersecurity solutions into clear, customer-focused narratives.
  • Coordinate with contracts and pricing teams to ensure alignment between technical, management, and cost volumes.
  • Maintain version control, document security, and adherence to internal quality assurance processes.
  • Manage proposal templates, reusable content library, and brand standards to ensure consistency and efficiency across submissions in accordance with PBDC-FG standards.
  • Exercise appropriate judgment and decision-making regarding proposal development, handling of classified or confidential information, and working with team members throughout the organization.
  • Coordinate and perform proposal packaging and production, if necessary, and provide timely submission of all official proposal deliverables.
  • Perform appropriate post-proposal submission duties to close-out the proposal, including archiving of boilerplate and past performance information.

Capture Management

  • Support capture efforts by contributing to opportunity qualification, customer engagement planning, and competitive positioning.

  • Develop and maintain capture plans that outline customer profiles, key influencers, win themes, and pursuit strategies.

  • Translate capture intelligence into proposal messaging, discriminators, and compliance strategies.

  • Identify and coordinate teaming partnerships to enhance CCS's technical capabilities and contract vehicle access.

  • Support bid/no-bid recommendations by presenting data-driven assessments of pursuit readiness, competitiveness, and ROI.


Leadership & Collaboration

  • Partner with operations and compliance to ensure seamless integration of capture and proposal activities.

  • Mentor team members and promote the use of industry best practices in proposal development and capture execution.

  • Prepare executive briefings, summaries, and metrics for leadership review.

  • Lead after action reviews and implement continuous improvement initiatives to enhance capture-proposal efficiency.


Education, Certification & Experience Requirements

Education:
  • Bachelor's Degree in Business Administration, Management, Information Technology, Communications, or a related field.


Certifications Required:

  • Shipley Capture Management Certification (Preferred).

  • PMP (Preferred).

  • Lean Six Sigma (Preferred).


Experience:
  • 7+ years of experience in federal proposal management, with at least 3 years of direct capture management or business development support experience.
  • Proven track record of managing and winning competitive proposals for IT and cybersecurity contracts in federal markets.
  • Demonstrated success in developing compliant, customer-focused, and high-scoring technical and management volumes.
  • Experience coordinating complex proposal efforts with geographically dispersed teams and partners.
  • Experience with managing multiple, concurrent captures (3-5) across assigned markets without loss of continuity or quality.
  • Demonstrated win record of contracts as the primary capture manager for opportunities valued at $15M+.
  • Strong analytical skills with proven experience in developing and executing comprehensive account plans and capture strategies, incorporating statistical analysis of company historical capture performance and forward-looking forecasts to inform data-driven decision making.
  • Deep network of industry partners to leverage CCS positions on capture and bid pursuits.

  • Ability to create and synthesize new customer relationships through networking or innovative approaches.


Knowledge, Skills & Abilities

  • Knowledge of federal proposal lifecycle, including RFP analysis, compliance management, and review process.

  • Knowledge of capture planning, business development integration, and Shipley/APMP best practices.

  • Knowledge of IT and cybersecurity GovCon environments, including contract vehicles, such as GSA MAS, GSA STARS III, SEWP, CIO-SP3, etc.

  • Skill in managing multiple, concurrent proposals under tight deadlines while ensuring high-quality compliance outputs.

  • Skill in leading cross-functional teams, technical, pricing, contracts, and BD in a remote environment.

  • Skills in editing, writing, and structuring persuasive evaluator-focused content.

  • Demonstrated skill in Microsoft Word, Excel, PowerPoint, and Publisher, and Adobe Acrobat according to RFP requirements and proposal format and styles.

  • Ability to translate technical IT and cybersecurity information into clear, compelling proposal narratives.

  • Ability to analyze data, trends, and competitor activity to support pursuit strategy and improve p.win.

  • Ability to maintain attention to detail, consistency, and compliance while managing competing priorities.

  • Ability to foster collaboration, accountability, and communication across distributed teams.


Working Conditions/Working Environment/Physical Demands

  • This is a remote position with all work performed from the employee's home office.
  • May require occasional travel (up to 15%) for customer meetings, industry events, or partner engagements.
  • Requires a quiet, professional workspace with reliable high-speed internet to support video conferencing, collaboration tools, and secure data access.
  • Fast-paced, deadline-driven environment requiring flexibility, proactive communication, and responsiveness to shifting priorities.
  • Extended hours may be necessary during critical capture or proposal phases.
