Duties

  • Develops plans, conducts studies, and performs program/project management tasks necessary to accomplish information technology application development, fielding, and sustainment.
  • Assesses policy needs and develops policy and procedures governing IT activities.
  • Function as a senior technical advisor on contract and budget activities.
  • Represents the organization at conferences and meetings and presents briefings

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Applicants must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes Demonstrated mastery in applying a wide range of IT principles, concepts, and methods, including enterprise architecture, systems integration, and network design for both hardware and software. Demonstrated in applying the organization's policy and planning formulation process, budgetary processes, cost-benefit analysis methods in preparing IT policies and plans.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of IT and IT acquisition principles, concepts, and methods required to support 57 Wing and Advanced Programs missions in accordance with JSIG and Director Central Intelligence Directorate (DCID) directives as well as other AF, DoD, and National guidance governing operations of classified information systems.
  • Knowledge of the organization's policy and planning formulation process required for the 57 WG and Advanced Programs missions along with knowledge of the objectives required to prepare IT policies and plans to meet those missions.
  • Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
  • Knowledge of system architectures required by JSIG, DCID, AF, DoD, and National directives, integration techniques such as those required for Protection Level III/IV networks, and testing methods required by JSIG, DCID, AF, DoD, and National directives as well as those required to implement systems supporting foreign partners/allies.
  • Ability to analyze complexities of existing technology supporting 57 Wing missions, review/revise/develop policy in accordance with JSIG, DCID, AF, DoD, and National directions, initiate plans for enhancements in accordance
  • Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements with JSIG, DCID, AF, DoD, and National directives, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
