In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions for Cargo Scheduling Series, 2144.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience that involved scheduling the movement of cargo into or through one or more freight terminals in the appropriate amounts in order to balance the flow with the terminals' capacity to accommodate the freight and the carriers' capacity to transport the cargo. Knowledge of airlift requirements and capabilities to move cargo to destinations worldwide. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies and processes. Knowledge of freight loading guidance, procedures, and methods. This includes knowledge of various aircraft weight and cargo capacities and requirements; loading procedures and restrictions; manifesting procedures and documentation; tie down requirements; balancing methods; compatibility of cargo, etc.

EDUCATION: Two full years of graduate education or a master's degree meets the requirements for GS-2144-09, with a major study in transportation or traffic management, economics, business administration, accounting, finance, statistics, or related fields. NOTE: You must submit copy of your college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Help
- Plans, organizes, and directs the Cargo Scheduling activities of 735 AMS, ensuring that Load Planning and Capability Forecasting comply with applicable Department of Defense (DoD), Air Force Instructions (AFI) and Air Mobility Command Instructions (AMCI) legal and regulatory requirements, and meets customer needs.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Represents load planning and capability forecasting with a variety of installation and functional area organizations.
- Reviews daily flying schedule for forecasted missions with special interest on routings and capability forecaster's worksheets depicting space blocks of high priority passengers/cargo.
- Serves as Capability Forecaster. Manages the coordination of traffic requirements and handling of inbound and outbound aircraft to include military, commercial, and distinguished visitors.

- This is a 'KEY' position. Incumbent(s) must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- May be required to work weekends, holidays and overtime.
- May be required occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be hazardous cargo inspector qualified according to AFJMAN 24-204, Preparing Hazardous Materials for Military Air Shipment. The incumbent has one year from date of entry on duty to become qualified.
- This is a drug testing designated position. Incumbent may be required to drive a government motor vehicle and will be subject to random testing for drug use.
- Incumbent is required to have a valid driver's license to operate a government motor vehicle.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
