You may be eligible for this hiring category if you are the spouse of a member of the Uniformed Service at a location outside the United States and you meet all of the following conditions:
In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes entering or reviewing inventory using an electronic database, providing customer service to internal customers or vendors, and reviewing purchase reports for accuracy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. - Procure supplies and services up to a limited threshold using various contracting methods, including Purchase and Delivery orders, and the Government Purchase Card.
- Review purchase requests and initiates orders for supplies and services.
- Evaluate quotations received by considering quoted price, transportation and handling charges, delivery date, applicable discounts, packaging, packing and method of shipment.
- Coordinate with vendors to resolve issues to include non-delivery of supplies or nonperformance of services and investigates shortages, overages, and substitutions.
- Oversee the Governmentwide Commercial Purchase Card program, reviewing forms for accuracy, monitoring training requirements, and serving as a contact for regulations.

- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
- This position is designated Tier 3, Non-Critical Sensitive, Moderate Risk and requires the incumbent to obtain and maintain a Secret Security Clearance Level as a condition of employment.
- This position is "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent may be required to report to work or remain at work as scheduled to support mission operations.
- Employees assigned to a medical treatment facility are screened for immunizations or preexisting immunity. This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons.

- You and your sponsor were married prior to the date authorizing the relocation (Permanent Change of Station (PCS)) to a foreign duty station; and
- You have arrived at the foreign duty station identified on your sponsor's PCS orders; and
- You reside with your sponsor at the foreign duty station; and
- The position you are applying to is within the same commuting area as your sponsor's permanent duty station (as listed on the PCS orders).

- Appointment under this DHA will be made on a time-limited basis in the competitive service for a timeframe not to exceed two years. Appointments may be eligible for two additional extensions, for a total of six years. Extensions must coincide with the Uniformed Service Member's (USM) orders or subsequent extension(s).
- Appointments made under this DHA will terminate either upon expiration of the appointment, upon the end of the sponsoring USM's accompanied tour, or on the date the sponsoring USM or spouse is impacted by relocation back to the US in connection with PCS orders; relocation from the assigned duty station's local commuting area to another duty location outside the US in connection with PCS orders (spouses may be considered for new appointments under this authority at the new duty location); divorce; death of sponsor; or retirement or separation from active duty.
- This appointment does not confer eligibility for leave without pay (LWOP) when relocating back to the United States with or without their uniformed service member sponsor.
- Permanent competitive status employees selected under this DHA will require a three-day break in service prior to appointment.
- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
- Locality pay does not apply in overseas areas.
- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
- If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
- Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
- For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. If you believe you may be affected by these laws and agreements, you should familiarize yourself with relevant information and direct questions concerning a specific country (Foreign Duty Location) to the appropriate Army Human Resources point of contact prior to the acceptance of employment and entrance on duty.
- Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
- Recruitment or relocation incentives are not authorized.
- Living Quarters Allowance (LQA) is not authorized.
