Position Description
ATSG is presently identifying candidates for a Specialist Advisor II (Counternarcotics Advisor) position. The Specialist Advisor II (Counternarcotics Advisor) will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Program (WHP) - Dominican Republic task order. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.

Duties and Responsibilities
- Conducts research and makes recommendations to the Counternarcotics (CN) Program Specialist regarding the management of programs.
- Supports liaison efforts between USG and Government of the Dominican Republic (GODR) institutions, representing INL, and liaising with National Drug Control Directorate (DNCD), and other institutions related to counternarcotics.
- Aids in drafting a variety of technical, programmatic, funding, and informational memoranda and letters; provides input to the CN Program Specialist and Advisor regarding interagency, bilateral, and multilateral counternarcotics programming.
- Drafts reports for INL DNCD Program, including but not limited to briefing papers, event preparation documents, Assistant Secretary Daily Activity Reports (ASDAR), cable drafts, and other structured and ad hoc reports.
- Aids in reviewing budgets, and financial reporting requirements such as end of fiscal year close out documents, End Use Monitoring report, Government Accountability Office (GAO) auditing requirements, ongoing status budget reports, and Spend Plan.
- Aids in conducting program reviews including project evaluation and measurement of impact. May include creating and executing surveys, data collection and analysis, and other best practices in program management.
- In coordination with the M&E specialist and INL program officers, provides input and guidance on a standard program measurement methodology to measure, analyze, and report performance of INL funded programs.
- Assists in project design; conducts research and makes recommendations to the CN Program specialist and Advisor, develops project descriptions in alignment with strategic goals.
- Provides recommendations to INL leadership on training required to improve counternarcotics police performance in detection, interdiction, and disposal of illicit drugs.
- Assists in the procurement process; tracks planned expenses, performs market research, drafts Statements of Work (SOWs) for procurement packages, researches technology and equipment, follows up on procurement package progress and execution.
- Aids in preparing all project requests and travel documents for host nation counterparts, follows up on vetting requests of training and aid recipients. Ensures travelers have the required immigration documents and liaises with the Ministry of Foreign Relations (MIREX)regarding official visa requests, as required.
- Conducts periodic site visits throughout DR to assure effective and timely implementation of INL-supported strategies, agreements, and other initiatives.
- Assists the INL DNCD program with project management, providing subject matter expertise throughout the concept, proposal, design, budget, execution, monitoring, evaluation, to lessons learned phases.
- Provides initial and formal written recommendations to the INL Program Advisor and leadership for investment in equipment, training, and technical assistance for DNCD that meets both INL and DNCD program goals.
- Develops well-researched and complete procurement packages for INL-approved equipment donations to DNCD.
- Provides direct support to DNCD leadership and staff on projects and programs aligned with INL goals at their request. Keep the INL program advisor and leadership closely informed regarding direct support.
- Develops and provide structured, regular, and on-demand overall and project-specific reports to INL and DNCD as needed or requested.
- Collaborates on and facilitates monitoring and evaluation of DNCD INL programs.
- Drafts reports for INL DNCD Program, including but not limited to briefing papers, event preparation documents, Assistant Secretary Daily Activity Reports (ASDAR), cable drafts, and other structured and ad hoc reports.
- Facilitates INL donations and INL supported travel by supporting the vetting process. Explains and clarifies INL vetting policy and processes, gathers information and documentation required for vetting, and submits information in a timely and accurate manner to INL vetting POC.
- Facilitates INL supported travel for DNCD staff by explaining and clarifying travel policy and process, gathering travel requirements and required traveler documentation, entering travel requests into travel grant (or other) system, following up with travelers to ensure they have necessary information and support before, during, and after travel.
- Pre- and debrief DNCD personnel who attend INL-funded training courses and conferences, analyze and produce reports on the utility and impact of engagement.
- Accompanies DNCD personnel to strategically selected trainings and conferences, to interpret from Spanish to English, when necessary, support travel logistics a host and ensure learning and key takeaways from training and conferences as an advisor.
- This position will have a workstation in DNCD and will often report directly to the DNCD offices for work.
Minimum Qualifications
- Local National (LN)
- FSI level 4/4 Spanish, FSI Level 3/3 English
- Bachelor's degree in international relations, law enforcement, public policy or related field or (10) years or related professional experience; five (5) years' experience in counternarcotics or related area of expertise.
- RSO clearance
- Experience briefing counternarcotics in Spanish and English.
- Knowledge of Microsoft Office Suite, to include Word, Excel, and Power Point
- Ability to learn new software as required

- Exceptional interpersonal and relationship-building skills
- Demonstrated knowledge of statistics, data analysis, and monitoring and evaluation tools.
- Ability to communicate effectively, both orally and in writing, with a wide range of players.
- Ability to maintain confidentiality and securely store and discard documents.
- Experience working with office equipment such as printers, scanners, and computers.
- Familiar with the local economy, specifically with purchasing practices and how to research and locate vendors.
- Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs.
- Excellent organizational skills.
