Position Description

ATSG is presently identifying candidates for a Specialist Advisor III (Dominican National Police Program Liaison) position. The Specialist Advisor III (Dominican National Police Program Liaison) will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) Western Hemisphere Program (WHP) - Dominican Republic task order. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the WHP countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.

Duties and Responsibilities

  • The Dominican National Police Program Liaison will work directly with the Ministry of Interior and Police (MIP), Dominican National Police (DNP) and the Executive Commissioner for Police Transformation to support the continued development and operational improvement of the police.
  • The LEPL will broker and/or strengthen relationships between INL Law Enforcement program and high-level Government of Dominican Republic (GODR) officials, departmental and local administrators, broad segments of civil society and the private sector.
  • Provide strategic guidance to allow for synergies between stakeholders working on police transformation to include but not limited to the MIP, DNP and the Executive Commission for Police Transformation to have an increased impact on program efficiency.
  • The LEPL will be required to keep abreast of the Dominican Republic political and security contexts, reporting as appropriate, and advise on their impact on strategy and programs.
  • Establish a close working relationship with the host government that fosters the trust and confidence of Dominican National Police leadership and interlocutory personnel to facilitate a deep understanding of police operations, INL programs, and the bilateral relationship.
  • Work effectively under pressure, within short time constraints and during fast-paced event times with high level officials from GODR and USG.
  • The LEPL will have the ability to coordinate strategic/tactical communications with relevant stakeholders, including effectively conducting in-depth studies on program requirements and making recommendations to senior managers on appropriate courses of action on specific projects and issues.
  • Research and maintain expertise in the Dominican law and regulatory frameworks related to the Dominican National Police and citizen security.
  • Assist the INL Law Enforcement program with project management, providing subject matter expertise throughout the concept, proposal, design, budget, execution, monitoring, evaluation, to lessons learned phases.
  • Provide initial and formal written recommendations to the INL Law Enforcement Program Advisor and leadership for investment in equipment, training, and technical assistance for the Dominican National Police that meets both INL and host government agencies that work on citizen security program goals.
  • Draft Program documents to include Project Implementation Letters that include a monitoring and evaluation component as well as the INL and GODR responsibilities.
  • Advisor will assist the Law Enforcement Program Advisor in tracking project implementation and deliver quality written products and summaries on time.
  • Draft reports for INL Law Enforcement Program, including but not limited to briefing papers, event preparation documents, Assistant Secretary Daily Activity Reports (ASDAR), cable drafts, and other structured and ad hoc reports.
  • Facilitate INL donations and INL supported travel by supporting the vetting process. Explaining and clarify INL vetting policy and process, gather information and documentation required for vetting, and submit information in a timely and accurate manner to INL vetting POC.
  • Facilitate INL supported travel for DNP by explaining and clarifying travel policy and process, gathering travel requirements and required traveler documentation, entering travel requests into travel grant (or other) system, following up with travelers to ensure they have necessary information and support before, during, and after travel.
  • Pre-briefs and debrief DNP personnel who attend INL-funded training courses and conferences, analyze and produce reports on the utility and impact of engagement.
  • Accompanies DNP personnel to strategically selected trainings and conferences, to interpret from Spanish to English, when necessary, support travel logistics a host and ensure learning and key takeaways from training and conferences as an advisor.
  • This position may have workstations in both the Ministry of Interior and Police and in the Dominican National Police and will often report directly to either office to work.

Minimum Qualifications

  • Local National (LN)
  • Bachelor's degree in international relations, law enforcement, public policy or related field or ten (10) years of related professional experience.
  • FSI level 3/3 Spanish, FSI level 3/3 English
  • Ten (10) years' experience in the field of specialty, which must include two (2) years of experience working overseas in an Embassy environment, or two (2) years specialized supervisory experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
  • RSO Clearance
  • Experience briefing in Spanish and English
  • Knowledge of Microsoft Office Suite, to include Word, Excel, and Power Point
  • Ability to learn new software as required

Preferred Qualifications

  • Five years of project management experience.
  • Exceptional interpersonal and relationship-building skills.
  • Strong ability to communicate effectively to facilitate strategic interactions.
  • Advanced skills in strategic planning and policy development.
  • Significant experience working with the Dominican National Police or the Dominican Ministry of Interior and Police
  • Demonstrated ability of working with government high level officials in organizing project priorities and delivering results.
