Duties

Major Duties: This is not an all-inclusive list

As a IT SPECIALIST (SYSADMIN/NETWORK) (TEMP) (TITLE 32), GS-2210-11, you will:
  • Receives information on computer and communication requirements needed, coordinates requirements with internal and external agencies (Army, Navy, allies, etc.) involved, and analyzes, plans, and designs data, video, and voice networks carried over various transmission systems such as multichannel satellite, troposphere scatter systems, Line-Of-Sight (LOS) RF radios, LOS laser radios, and cable systems, fiber optic as well as copper.
  • Designs, configures and optimizes router-to-router connections utilizing military and commercial protocols, switch-to-switch trunking, circuit configurations through asynchronous transfer mode (ATM) as well as military and commercial multiplexers.
  • Develops and publishes communication plans, which includes but is not limited to: network priorities, network designs and configurations (IP addresses and phone numbers), secure and un-secure circuits, and equipment architecture and layout for employment of computer and telecommunication systems to support in-garrison and deployed operations.
  • Relates mission requirements to existing technology, policies and priorities, systems capabilities, available technology and services, operating practices and procedures, equipment and staffing requirements, to provide network services that support operational requirements.
  • Manages frequency assignment and control of local operating frequencies.
  • Determines the compatibility of frequency assignments for fixed station and/or mobile radio, radar, satellite links, and other systems used by the military.
  • Utilizes automated software tools to manage spectrum for associated squadrons.
  • Identifies and corrects network problems and identifies transmission deficiencies in planned or currently operational networks.
  • Coordinates and/or determines operational, technical and support requirements for the location, installation, operation and maintenance of network equipment and systems.
  • Reviews and analyzes data concerning the network's workload, makes technical judgments, and prepares decisions and recommendations concerning the quality, acceptability, and/or need for changes/improvements.
  • Develops and implements procedures for network backup and recovery.
  • Develops procedures to ensure optimal use of MILSPEC and commercial off the shelf (COTS) equipment and reporting procedures. Interprets and applies joint standards when designing data, voice, and video transmission networks and/or systems to meet mission objectives and to provide operating capabilities to accomplish mission requirements.
  • Configures, manages, monitors, programs and trouble-shoots various tactical and non-tactical network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, concentrators, boundary protection devices (firewall), and print services for both classified and unclassified networks. Conducts testing using remote management terminals to insure operability, efficiency, and compliance with existing standards.
  • Creates, adapts, and implements guides and controls for a network, system, or total communications program in support of daily operations or training exercises.
  • Analyzes equipment and software reliability and utilization to identify and correct problem areas and to establish network performance levels.
  • Develops recommendations or proposals involving a variety of specialized systems and state-of-the art enhancements designed to meet unique tactical requirements and improve operational efficiency.
  • Performs in-depth analysis of systems related to proposals for change, in order to develop or modify information systems to meet tactical network user requirements.
  • Examines and evaluates alternative means of satisfying user requirements.
  • As required accomplishes risk analysis, accreditation, and certification packages to include disaster recovery plan in accordance with agency requirements.
  • Performs as required, or assists Information Assurance personnel in conducting risk analysis and security tests and evaluations.
  • Completes maintenance data collection and performs administrative duties for TO and work center files.
  • Performs Communications Security (COMSEC) account duties as required. May manage the AFEKMS program for the Squadron.
  • As required, employee performs some limited supervisory functions over subordinate staff through the planning, assignment, and review of work; granting of leave; providing recommendations on training requirements, performance standards, and ratings; and effecting minor disciplinary actions such as warnings and reprimands.

MILITARY REQUIREMENTS :

Compatible military grade and assignment required prior to the effective date of placement.
This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.   • THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M
Qualifications

GENERAL EXPERIENCE :
Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

ORGANIZATIONAL REQUIREMENT:
  • Must have current Security+ Certificate.
  • Must have SECRET Security Clearance.
SPECIALIZED EXPERIENCE GS-11:
1 year specialized experience equivalent to at least a GS-2210-09. (Must provide SF 50 to validate response)
OR
Applicant must have:
  • Paramount knowledge of the transmission, storage, and retrieval of information in voice, data and/or video formats, information processing methodology, computer capabilities, processing techniques, and information security techniques in a tactical and fixed operating environment.
  • Knowledge of communications systems and network systems technology and operations, sufficient to design, plan, manage, install, integrate, test, maintain, and/or execute telecommunications and network systems, services, or operations needed to satisfy the mission requirements. Knowledge of how the network and communication systems interacts with and affects the over all weapons system.
  • Comprehensive knowledge of a wide range of IT concepts, principles, methods and practices to plan and provide network services that support mission requirements.
  • Knowledge of a wide variety of communications systems, technology, and operations, as well as methods, procedures, regulations and other guides that relate to a particular area.
  • Knowledge of the Spectrum Management Program policies and requirements to include use of automated spectrum management software tools.
  • In-depth knowledge of a wide range of information technology methods, techniques, and procedures. This includes AF, ANG, and Commercial Off the Shelf (COTS) technology using industry standards. Knowledge and understanding of the capabilities and limitations of software, utility programs, network management systems and programming aids as they apply to Local and Wide Area Networks with multiple operating system client server configurations.
  • Comprehensive knowledge and skill in applying DOD, AF, and NGB policies, standards, directives, and operations manuals to perform systems analysis, evaluate approaches, offer advice, define alternative approaches, and coordinate requirements regarding the merits of proposed applications, design changes, etc. Knowledge of systems documentation, configuration, management, database administration, and capabilities related to information systems, client server applications, testing, integration, and cost analysis.
  • Knowledge of a wide range of systems analysis and design techniques including data and process modeling, alternative design approaches, configuration management, and computer equipment requirements related to networks. Carries out studies to advise on the merits of proposed applications, designs, and design changes to modify and adapt precedent solutions. Skill in evaluating innovative approaches in formulation of programs or systems specifications.
  • Ability to identify needed system modifications, advise on alternative approaches, and to relate all aspects of a project to fulfill a broad range of network and user requirements. Applies innovative approaches in the formulation of solutions involving programming or systems specifications.
  • Knowledge of the overall system, network, and communication architecture and overall project scope to evaluate new systems to be integrated or converted so they work within current or proposed architecture and provide alternatives, costs, training concerns, and recommendations for conversion and/or integration.
  • In-depth knowledge of hardware, software, network operations functions, packet switching communications protocols, and diagnostic tools to gather and analyze difficult and complex system and end user problems, furnish assistance, and provide a resolution.
  • Knowledge of the mission, objectives, terminology, and management practices in the organization to recognize probable areas of interaction and overlap between proposed and existing systems.
  • Knowledge of a wide range of communications and computer security, techniques, requirements, methods, sources, and procedures. Knowledge of the AFEKMS program and related hardware and software.

At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

**This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program requirements outlined in DoD instruction 8570.01-M. The incumbent will be required to obtain and maintain certification within six (6) months of hiring.
