Job Summary
Galapagos Federal Systems LLC is seeking a highly qualified and motivated Subject Matter Expert (SME) to join our diverse team as a Financial Management/Budget Analyst. This position provides primary support to the Planning, Programming, Budgeting, and Execution (PPBE) process.
The ideal candidate will bring a strong background in Department of War (DoW) and U.S. Air Force financial management and accounting, including experience working with classified accounting systems and financial processes. The selected individual will perform complex financial analyses of budgets, schedules, and funding profiles to ensure alignment with contractual obligations and programmatic requirements.
This role supports multiple programs across the United States Space Force's Space Training and Readiness Command (STARCOM) portfolio, requiring a high level of analytical rigor, attention to detail, and the ability to operate effectively in a classified, mission-critical environment.

Key Responsibilities
The Financial Mgmt Budget Analyst will:
- Coordinate, negotiate, and resolve financial compliance issues with government organizations, including the Department of War (DoW) Test Resource Management Center (TRMC), ensuring accurate interpretation and application of applicable regulations, policies, and guidance
- Support the interdepartmental development of program plans by interfacing with customers and key stakeholders, and contributing to the formulation of STARCOM organizational strategies, tactics, and budget/action plans
- Monitor and track execution of assigned programs using automated financial systems such as CRIS, SAFES, IDECS, and PBES
- Provide independent assessments of Air Force and U.S. Space Force financial posture, advising USSF/TE, STARCOM, Operational Test and Training Infrastructure (OTTI), and TRMC leadership on informed decision options
- Analyze and support DoW PPBE processes across all phases, including Test & Evaluation Program Objective Memorandum (POM) development and President's Budget (PB) submissions
- Identify financial risks and issues within classified portfolios; develop recommendations and advise leadership on effective financial management solutions
- Provide comprehensive financial management support using Department of the Air Force and DoW financial management systems, including obligations and expenditures analysis, execution reviews, and senior-leader decision support
- Deliver financial guidance throughout the full life cycle of programs-from requirements development through execution and closeout-for complex to highly complex programs
- Develop independent assessments and recommended strategic financial roadmaps supporting Air Force, U.S. Space Force, and mission partner architectures, advising senior leadership on courses of action
Responsibilities
Skills & Experience
- The Financial Mgmt Budget Analyst must have:
- Active DoW Top Secret clearance with SCI eligibility; personnel in designated positions must be willing and able to successfully complete a Government Counterintelligence Scope Polygraph
- 10+ years of relevant DoW experience, including work in SAP and/or SCI environments, with demonstrated experience within the last five years
- Significant DoW financial management experience, preferably within the U.S. Air Force or U.S. Space Force
- Demonstrated understanding of USAF and USSF organizational structures and the Planning, Programming, Budgeting, and Execution (PPBE) process
- Proven experience with DoW/DAF financial management systems, budget formulation, execution analysis, and senior-level reporting
- Strong analytical, writing, editing, and problem-solving skills, with the ability to convey complex financial information clearly and concisely
- Excellent verbal and written communication skills to effectively articulate concepts, plans, and recommendations to senior stakeholders
- Highly organized, with the ability to prioritize tasks, manage competing deadlines, and operate independently
- Self-starter with minimal supervision requirements; proactive in identifying and mitigating risks rather than reacting to issues
