Description
Data Systems Analysts is looking for a highly qualified Senior Financial/Budget Analyst to support the ID4 Sensing Program Management Office (PMO) at DISA, Ft Meade, Maryland. As a Budget and Financial Support Specialist, you will play a critical role in ensuring the financial integrity, compliance, and strategic execution of a high-impact cybersecurity program. You will collaborate with government stakeholders, subject matter experts, and program managers to deliver expert financial management, budget formulation, and acquisition support in alignment with Department of Defense (DoD) directives and statutory requirements.

Required Qualifications
- Minimum of 4 years of experience supporting the Department of Defense (DoD).
- Bachelor's degree in Business, Financial Management, Accounting, Economics or similar.
- Demonstrated experience in financial controls, program and organizational assessments, and providing financial management information and products.
- Proven ability to compile, consolidate, and track acquisition actions for consistency, accuracy, and compliance with budget cycles.
- Expertise in preparing cost estimates, analysis, and management reports for various funding sources (DWCF, O&M, Procurement, RDT&E).
- Experience supporting the development and submission of budget requirements, including Corporate Investment Reports, OMB IT300, BES, and President's Budget.
- Ability to collect, review, and analyze financial data, prepare spend plans, and provide recommendations for updates and revisions.
- Strong analytical skills for identifying and reporting program variances, impacts, and forecasting end-of-year projections.
- Experience preparing and updating Status of Funds (SOF) reports and managing financial dashboards and repositories.
- Knowledge of Independent Government Cost Estimates (IGCEs), including analysis of direct and indirect costs, and profit/fee calculations.
- Ability to ensure funding packages are complete, accurate, and aligned with program priorities.
Clearance Required

Desired Qualifications
- Familiarity with DoD financial management regulations, OMB Circular No. A-11, and Office of the Secretary of Defense guidance.
- Experience supporting Congressional activities, including IT Business Case under the Capital Planning and Investment Control (CPIC) process.
- Ability to assist with Program Objective Memorandum (POM) and Mission Funding Requirements (MFR) package development, including data collection, impact analysis, and scoring.
- Experience with budget justification materials and mission requirements package (MRP) submissions for General Fund Accounts.
- Advanced skills in financial analytical services, reconciliation, and reporting on fiscal year documentation and account reconciliation.
- Strong communication and collaboration skills for working with PMO points of contact and government representatives.
Key Responsibilities
- Work closely with government stakeholders to implement financial controls and provide program and organizational assessments.
- Deliver contractual, financial, and programmatic support to ensure consistent, expert input for budget submissions, executive oversight, and implementation activities.
- Compile and consolidate acquisition actions, ensuring accuracy and compliance with budget cycles; track and report on all funding packages.
- Prepare and submit program and budget requirements for the PMO portfolio, including various DoD funding sources.
- Support the preparation of cost estimates, management reports, and budget submissions for key financial deliverables.
- Collect and review financial data, prepare baseline and weekly spend plans, and provide recommendations for updates and revisions.
- Identify and report causes of program variances, impacts, and provide improved forecasting for end-of-year projections.
- Prepare and update SOF reports, ensuring timely and accurate posting in designated repositories.
- Support IGCE analysis at all levels, including direct and indirect cost breakdowns.
- Ensure funding packages are complete, accurate, and consistent with program priorities.
- Support Congressional activities, including the preparation and review of budget exhibits and checklists.
- Assist with POM and MFR package development, including mission requirement descriptions, impact analyses, and scoring.
- Provide financial analytical services and reconciliation, including price construction, trend analysis, and workload management.
- Report and analyze financial performance, review fiscal year documentation, and reconcile financial accounts.
