The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. Responsibilities

We are seeking a well-qualified individual for a Launch System Analyst (LSA) Level III located at Cape Canaveral Space Force Station, Fl. This is a senior systems analyst professional who provides expert programmatic, technical, and strategic support to Government leadership in support of launch and launch-support activities. This position supports enterprise-level decision-making across the full lifecycle of launch programs and portfolios, operating at the highest levels of organizational visibility. The Level III LSA applies extensive experience in Government program management, launch enterprise governance, and interagency coordination to advise leadership on strategic planning, execution risk, and mission success.

The Level III LSA develops and delivers high-impact briefings, assessments, and decision-support products to a wide range of audiences, including senior executives and high-level Government decision makers. This role requires exceptional communication skills, sound judgment, and the ability to synthesize complex technical and programmatic information into clear, actionable recommendations. In addition to direct analytical and advisory responsibilities, it provides leadership and guidance to junior analysts and supports long-term enterprise objectives while balancing near-term operational demands.

Key responsibilities include, but are not limited to: The Level III Launch System Analyst provides senior-level programmatic and analytical leadership in support of launch enterprise activities, strategic planning, and governance. The role supports cradle-to-grave launch and launch-support activities, ensuring alignment between mission objectives, resource constraints, and organizational priorities. The Level III LSA applies deep knowledge of Government program management principles to evaluate complex portfolios, assess execution feasibility, and inform leadership decisions.

The Level III LSA develops, reviews, and delivers high-visibility briefings, assessments, white papers, and analytical products for diverse audiences, including senior Government leadership and external mission partners. The analyst conveys complex technical, programmatic, and risk-based information clearly and persuasively, often in large forums or decision-making environments where precision and credibility are critical.

This role requires substantive experience performing risk assessments and providing risk management recommendations to program managers and leadership in support of successful mission accomplishment. Evaluates programmatic, technical, schedule, and resource risks; assesses second- and third-order impacts; and recommends mitigation strategies that balance mission urgency, cost, and long-term enterprise health.

The Level III LSA establishes and maintains effective working relationships with other Government agencies, mission partners, and interagency stakeholders. The role supports coordination across organizational boundaries and contributes to enterprise-level alignment through participation in interagency working groups, governance forums, and strategic planning activities. D emonstrates the ability to prioritize competing requirements, manage long-term strategic initiatives, and simultaneously address short-term operational obligations. The analyst exercises independent judgment in dynamic environments and adapts priorities as mission needs evolve.

In addition to direct analytical responsibilities, the Level III LSA provides guidance, mentorship, and technical direction to Level I and Level II LSAs. The role supports workforce development by reviewing analytical products, advising on best practices, and ensuring consistency, quality, and rigor across launch enterprise analytical efforts.

Qualifications

Required Qualifications:
  • Active TS/SCI clearance with Polygraph within the last 10 years
    • Please discuss specific polygraph requirements with an SPA Talent Acquisition professional
  • Master's degree from an accredited institution in engineering, systems engineering, business, management, or a related technical or analytical discipline
  • Minimum 15 years of relevant experience supporting Government programs
  • Minimum 8 years of experience supporting NRO programs
  • Proven working knowledge of Government program management
  • Demonstrated experience supporting strategic planning and cradle-to-grave launch or launch-support activities
  • Demonstrated ability to develop and deliver briefings and assessments to senior Government leadership
  • Substantive experience providing programmatic risk assessments and risk management recommendations
  • Demonstrated ability to establish effective working relationships with Government agencies and mission partners
  • Demonstrated ability to prioritize competing requirements and manage long- and short-term obligations
  • Ability to provide guidance and mentorship to junior analyst
  • Ability to report to designated work location at Cape Canaveral, up to full time, based on the needs of the customer


Desired Qualifications:

  • 20+ years of relevant Government or launch enterprise experience
  • 10+ years of experience supporting NRO programs
  • Experience supporting Office of Space Launch (OSL) programs or governance activities
  • Project Management Professional (PMP) certification
  • Experience supporting enterprise-level portfolio management or corporate governance boards
  • Experience supporting executive-level decision forums or interagency strategic initiatives
