Job Description
The SENIOR LEARNING CONTENT SPECIALIST provides a range of training and technical assistance (TTA) support services in support of a large federal contract with focus areas in the criminal and legal systems. The tasks include curriculum development, writing, editing, Instructional Design, and problem-solving to enhance TTA delivery. This role involves developing training materials, preparing written documents, assisting with delivery of TTA as requested, and management of social media accounts. The specialist develops TTA products, collaborates on subject matter expert-developed materials, and ensures compliance with instructional design standards and adult learning principles-ultimately improving learning experiences for criminal and legal system practitioners.

The successful candidate will manage multiple priorities and deadlines in a fast-paced environment, demonstrating expertise in adult learning theory and instructional design for both in-person and distance learning formats. This role requires experience within the criminal justice system, public safety, or victim services, and a thorough understanding of trauma-informed practices with the ability to integrate them into materials and messaging across various channels. The candidate will have experience working with government stakeholders at federal, state, local, and tribal levels, and must possess strong technical writing skills, including the ability to oversee multiple projects simultaneously while recommending effective learning strategies to clients and department leadership.
This position requires a Public Trust security clearance. Applicants will be subject to a government security investigation to obtain clearance prior to the start date.

Key Responsibilities
Instructional Design & Section 508 Remediation
- Develop trainings, written materials, and other instructional tools for diverse audiences within the criminal and legal system, spanning from senior leadership to the general public.
- Collaborate with subject matter experts to simplify technical, information-dense materials into accessible, scalable resources.
- Serve as official program reviewer for documents and training products, reviewing for clarity, compliance, instructional soundness, and trauma-informed content.
- Ensure all materials meet Section 508 accessibility standards, including use of plain language.
Writing & Editing
- Editing program documents for client approval and online publication following designated style guides.
- Editing consultant documents and presentation materials for distribution to the client, as online NTTAC resources, and workshop participants.
- Drafting internal, client-facing, and external communication materials, including reports, email distribution, marketing materials, and newsletters.
- Manage document workflows and track deliverables across multiple projects.
- Collaborate with other members of the communications team and provide backup support for media and technology-based projects as needed.

Basic Qualifications
- Bachelor's degree.
- Minimum 5 years of proven experience as an Instructional Designer with learning products designed. Experience collaborating with others in the development of instructor-led training, online training, job aids, and performance support tools and knowledge of training program delivery.
- Minimum 5 years demonstrated, high-level technical writing and editing skills, and experience creating and managing multiple timelines and tasks in a fast-paced environment, and in collaboration with other teams to complete project deliverables.
- US citizenship required by federal government contract.

Preferred Qualifications
- Master's degree.
- Experience with Section 508 compliance and document remediation.
- Experience with artificial intelligence-supported video production software.
