JOB SUMMARY
The Manager, Systems Applications (MSA) is responsible for the development, administration, integration, and optimization of the Company's enterprise business application(s). This role ensures that enterprise systems-including HRIS, scheduling, timekeeping, payroll interfaces, access control, and reporting platforms-operate reliably, securely, and in compliance with government contracting and industrial security requirements.
In this business-facing management role, the MSA partners closely with IT, Security, Compliance, Finance, HR, and Operations to align systems and data with organizational priorities. The MSA leads the consolidation of data into a centralized application environment, enabling a unified, well-governed systems landscape that enhances efficiency, strengthens cross-functional communication, and supports informed, coordinated decision-making across SCIS. Core responsibilities include data strategy and analysis, systems and application management, data quality oversight, and data governance and compliance.
The ideal candidate possesses a strong understanding of data applications management, can work productively with executives, managers and support staff and can adapt quickly to real-time changes in priorities within a complex and fluid security environment. ESSENTIAL FUNCTIONS
DUTIES INCLUDE
Application Management
Translate operational and compliance requirements into system solutions. Serve as system application owner for assigned platform(s), including configuration, permissions, upgrades, and troubleshooting. Consolidate financial, operational, and HR systems data into a single cohesive unified data ecosystem. Develop and maintain applications documentation, workflows, and standard operating procedures. Design and develop system applications strategies for data collection, storage, and analysis to support business goals. Develop data management processes, data standards, and optimization for efficiency, accuracy and consistency Collaborate with other departments to align data initiatives with organizational objectives. Identify opportunities to automate workflows, reduce manual processes, and improve data reliability. Manage applications vendor relationships and coordinate system enhancements, patches, and integrations. Develop and maintain operational, financial, and compliance-related dashboards and reports. Support leadership with actionable insights related to staffing, contract performance, labor utilization, and compliance metrics.
Data Governance & Security & Compliance
Establish data governance standards, access controls, and retention practices. Support audits, investigations, and compliance reviews by providing system data and documentation. Partner across systems owners and leadership to identify centralized naming convention guides and tables Ensure applications, systems and data handling align with cleared security requirements, including NISPOM, contract requirements, and company security policies. Coordinate with Compliance, Security, and IT teams to enforce role-based access and least privilege principles.
Cross-Functional Support
Partner with Operations to support scheduling accuracy, workforce readiness, and contract staffing needs. Collaborate with Finance on financial reporting, payroll accuracy, billing data, and labor reporting. Support HR with employee lifecycle system data, credential tracking, and training records. Drive adoption and effective use of enterprise applications through training and communication.

- At least 18 years of age
- Ability to acquire and maintain any other specific special clearances/access requirements where appropriate.
- Ability to obtain and retain a Top-Secret security clearance.
Education / Experience
- Bachelor's degree in information systems, Data Management, Business or a related field required. Additional relevant experience may be substituted for the required education on the basis of one calendar year of experience for one academic year of education.
- At least three years business analysis, managing business systems or operational technology environments
- Strong understanding of data governance, system integrations, and reporting.
- Experience with workforce management, guard scheduling, or security operations systems.
- Advanced reporting or analytics experience (e.g., SQL, Power BI, Tableau, or similar tools).
- Prior experience supporting multi-site or geographically dispersed operations
