Duties

  • As Senior Publishing Analyst analyzes studies related to long range needs and recommends policies and procedures to meet the goals for managing the United States Air Force Electronic Publishing Program.
  • Serves as Editor operating in an electronic publishing environment. Reviews and electronically produces publications (administrative) for Air Force-wide dissemination covering the complete gamut of Air Force functional and subject matter areas.
  • Analyzes technological developments and applications to ensure they can be implemented Air Force wide. With other senior-level personnel, plans and develops comprehensive electronic publishing Writes and establishes polices, goals and objectives to achieve effectiveness and economy in all aspects of publishing.
  • Monitors and evaluates publishing products developments; ensures development is effective and economical. Serve as special consultant and technical advisor to project officers assigned to implement the provision of various publishing products and adherences to Air Force-wide policies.
  • As Senior Publishing Analyst assist with writing directives, policy and procedures. Works in partnership with the customer and senior-level managers in developing directives necessary to promulgate approved policies, procedures, standards and guidelines and assists in revising previously issued publishing products to reflect adjustments and improvements in existing policies and procedures.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in publishing programs to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Knowledge of the USAF command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect publishing management to develop and execute complex studies that involve multiple locations, a variety of programs, and numerous issues. Knowledge of principles, procedures, and technology associated with publishing management. Knowledge of all phases of the publishing management process to include preparation of documentation for specifications and distribution. Ability to analyze and solve complex problems and to make and defend recommendations to OPRs and higher departmental management. Ability to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of the publication environment, develop documentation to better support mission objectives and select and coordinate with appropriate parties of interest.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of various types of software and publishing equipment with particular emphasis on production capabilities and limitation including electronic composition and related equipment used in database creation.Complete knowledge of the Federal publishing guidelines
2. In-depth knowledge of program management planning for all phases of the publishing management process to include preparation of documentation for specification and electronic access. Specific knowledge of principles, policies, procedures and technology associated with publishing management and knowledge of the theories, principles, provision and techniques that relates to the program planning development and control of major published products.
3. Specific knowledge of Microsoft Word software computer application for electronic publishing. In depth knowledge of all facets of electronic processing from the development stage to the finished product.
4.Extensive knowledge of principles, procedures and technology associated with the production method and the use of the end product. Must be knowledgeable of most suitable method of producing the product and management practices, theories and techniques needed to analyze and develop the product for various systems.
5. A thorough and comprehensive knowledge of management principles and work measurement techniques.
6. Ability to analyze and solve complex problems and to make and defend recommendations to Office of Primary Responsibilities (OPRs) and Publication Control Managers (PCMs). Ability to research and locate and use numerous sources of information. Ability to maintain effective interpersonal relationships in the work environment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
