Duties

1. Serves as the Combatant Command financial management representative and liaison for USSOCOM in the National Capital Region (NCR). Acts as the direct senior financial management interface in Washington, DC with personnel and senior leadership in the Office of the Under Secretary of Defense (Comptroller) (USD(C)), Assistant Secretary of Defense Special Operations and Low Intensity Conflict (ASD SO/LIC) Secretariate for Special Operations (SSO), Joint Staff, Combatant Commands, Service Financial Management and Comptrollers, Office of Management and Budget (OMB), and six defense legislation congressional committees on behalf of the USSOCOM Commander and Chief Financial Officer/Comptroller.

2. Serves as Technical Advisor to the USOCCOM CFO/Comptroller and command personnel on all matters pertaining to USOCOM resourcing.

3. Represents the DAF CIO and EIT portfolio with a variety of headquarters and functional area organizations as well as the other EIT families (HQ ACC, HQ CCC, 16th AF, and AFLCMC).

4. Primary Washington, DC liaison for the command on Chief Financial Officer Act compliance and Planning, Programming, Budgeting, and Execution reform and process improvements.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meeting, or functions away from the duty office/location. Travel may include overnight stays.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • This is a Financial Management Level III Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1559d.
  • Incumbent shall comply with the requirements of this certification program.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) least one year of specialized experience equivalent to at least the GS-14 level in the Federal service, which has equipped me with the particular knowledge, skill and abilities to successfully perform the duties of the position. My experience includes knowledge of mastery coordination and integration of a number of important short- and long-term projects, program segments of the Department of Defense's Planning, programming, budgeting; in addition to having the skill in serving as senior expert and consultant to Special Operations Financial Management Chief Financial Officer (CFO)/Comptroller along with top agency management officials on resourcing issues and processes on-going in the National Capital Region in support and defense of the USSOCOM budget and skill in serving as senior expert and consultant to Special Operations Financial Management Chief Financial Officer (CFO)/Comptroller along with top agency management officials on resourcing issues and processes on-going in the National Capital Region in support and defense of the USSOCOM budget.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Congressional, OMB, OUSD(C), and Joint Staff program/budget review structures, processes, and directives. Comprehensive knowledge of the DoD PPBE process, its products, terminology, and guidance documents (e.g. Strategic Planning Guidance, Program Objective Memorandum (POM), Future Year Defense Plan (FYDP), Defense Guidance, Joint Strategic Planning System.
2. Knowledge of work classifications and the regulatory and statutory restrictions of the expenditures of appropriated funding. Knowledge of modern methods used to investigate and analyze budget and program issues Broad knowledge of USSOCOM, and additionally, systems and procedures of the other key national agencies interacting with USSOCOM, e.g. the National Security Council, Department of State, Department of Justice, Federal Bureau of Investigation, DoD, Department of Treasury, and the Centrla Intelligence Agency as well as the Joint Staff, the Services, and the Combatant Commands. .
3. Knowledge of functions of the military departments, unified commands, joint staff, and OSD organizations. Detailed knowledge of force structure, command and control and capabilities of USSOCOM. Demonstrated knowledge of the responsibilities, functions, and operations of all interagency and DoD organizations involved in special operations mission areas.
4. Skill in explaining, defending, and advocating resourcing issues and positions to Congressional, OMB, Joint Staff and OSD review committees in support of USSOCOM programs and Service programs affecting USSOCOM.
5. Ability to represent and serve s spokesperson for USSOCOM with senior executives and General Officers at OSD, JCS, OMB, interagency, and congressional levels.
6. Ability to communicate effectively, both orally and in writing, to gain cooperation throuhg tact, cosurtesy, and dipolmacy. Interpret and deconfclict guidance form multiple sources; transformin it into clear, concise and easily undetstrood guidance.
