DUTY 1: Plans, organizes, and directs the activities of 12th AF(AFSOUTH)/A2 Special Security Office ensuring that 12 AF (AFSOUTH) Commander complies with legal and regulatory requirements and meets customer needs.

DUTY 2: Exercises supervisory personnel management responsibilities.

DUTY 3: Represents 12AF (AFSOUTH)/A2 with a variety of installation and functional area organizations.

DUTY 4: Information Systems Security Management: Directs oversight of and resolves planning and process problems associated with development and integration of Joint DoDIIS/Cryptologic.

DUTY 5: Coordination and Communications: Advises 12th AF(AFSOUTH) senior staff and theater SIOs on policy/management issues in SCI security which affects the operational mission.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include ensuring that the Numbered Air Force (NAF) Special Security office system administers SCI Programs in compliance with Presidential Directive, National Intelligence Community directives, manuals and policies and Air Force Directives, manuals and instructions. Broad guidelines include public laws, NSA, DoD, DIA, Air Force Intelligence, Surveillance and Reconnaissance Agency (AFISRA), HQ USSOUTHCOM, HQ USSTRACOM, HQ ACC, l 2AF (AFSOUTH) and Air Force policies and directives, administrative polices and delegated authorities and responsibilities. Incumbent provides direct support to 12 AF(AFSOUTH) Senior Leaders (O-9/SES), Commanders, Program Executive Officers, Directors, Managers and Special Access Program Managers who collectively administer millions in annual SCIF program dollars. These policies and guidelines are general, situational dependent, and subject to broad interpretation and application. Incumbent is responsible to assess, plan, organize and develop SCI requirements in support of major Air Forces Plans, weapons systems, facilities, etc., as well as formulate and monitor a NAF Directorate and associated unit security program. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Mastery of the concepts, principles, policies, regulations, and mandates pertaining to national level security programs in order to establish goals and to determine/examine whether policies and programs are necessary to maintain effective security programs consistent with local security regulations, practices, and procedures.
  • In-depth knowledge concerning security devices, systems, containers, alarms, methods, and techniques for the protection of information, materials, personnel, and facilities, and their respective program, legal, administrative and procedural basis. In-depth knowledge of DoD, Air Force, HQ ACC, and Director of Central Intelligence Agency regulation on SCI eligibility.
  • Expert knowledge of the concepts, theories, principles, and procedures associated with the broad range of the US Government National Security Program to include industrial security, physical security, information security, SCI programs, security classification management, and procedures. Comprehensive knowledge of security disciplines required to participate in the resolution of complex issues/problems related to national security programs.
  • Experience making or approving selected candidates for appointment, promotion, or assignment; Experience serving as the reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors or managers, and in assuring equity of performance standards and rating techniques developed by subordinate supervisory or managers to assure equity in the assessment of employees work.
  • Ability to provide consistent guidance and technical assistance to ACC/SSO, 12AF (AFSOUTH)/A2, and wing, subordinate, and FOL units. Ability to deal effectively with a wide variety of individuals in complex situations; and ability to lead the resolution process for major security problems and issues. Ability to think critically and make sound decisions, estimates, and recommendations in an environment of incomplete information or under conditions of urgency and pressure based on mature judgment and experience consistent with existing policy and guidance.
  • Skill in public speaking, oral and written communications to logically organize and articulate decisions, conclusions, recommendations and rationales; ability to analyze and develop security policy and procedures and present information to a variety of audiences.

  • CONDITIONS OF EMPLOYMENT (COE) CONT.
    • This position is emergency-essential (E-E): The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, must continue to perfonn the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any recall status.
    • The incumbent is required to work long hours over extended periods of time, possibly months in duration. Incumbent is on mobility status and must maintain physical qualifications to deploy overseas and live under austere conditions. Gas mask, chemical warfare ensemble, and recall requirements are constant, as is recurring training. Exercises and readiness training are conducted often, at times with little or no advance notice. The work is demanding.
    • This is a Testing designated Position: This employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90). This position is designated by the Air Force as a Testing Designated Position (TOP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in the TOP, the incumbent is to (a) refrain from the use of illegal drugs, and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as TDP. Employee is required to submit to psychological screening, polygraph testing, and urinalysis. This position has duties and responsibilities, which are consistent with parameters established by Executive Order. The Air Force has determined incumbent of this position will be subject to random drug testing under provisions outlined in the Air Force Civilian Drug Testing Plan (Tier One)

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
