The Project Manager (Working Leader) will be responsible for overseeing IT service delivery projects while providing direct supervision to team members. Principal responsibilities include:
- Lead and directly supervise a team of 20+ IT professionals while actively participating in project delivery
- Plan, execute, and close out projects related to IT support services at various client locations
- Develop project plans, schedules, resource allocations, and budgets aligned with contract requirements
- Coordinate daily operations and ensure service delivery meets or exceeds client expectations
- Monitor and report project progress, risks, issues, and performance metrics to program leadership
- Manage project scope, schedule, and resources to ensure successful and timely delivery
- Serve as a technical liaison between the client, program management, and delivery teams
- Implement and maintain project management best practices and methodologies
- Mentor and develop team members to enhance their technical and professional skills
- Ensure compliance with all contract requirements, service level agreements, and quality standards
- Identify and implement process improvements to enhance service delivery efficiency
- Collaborate with other project managers and technical leads to ensure consistent service delivery
- Participate in client meetings and status reviews as a subject matter expert
Education and Experience:
Required (must meet one of the following education/experience combinations):
- Master's degree in a directly related IT field with 7+ years of experience or Bachelor's degree in a directly related IT field with 9+ years of experience
- Relevant education/experience in an IT discipline related to the assigned project area (e.g., Network Engineering, Network Management, Computer Science, Information Systems, Computer or Software Engineering, Management Information Systems, Computer Forensics/Security, etc.)
- Experience working in DOW Computing Environments
- 5+ years of experience leading teams of 20 or more employees
- Security+ certification (or equivalent DOW Directive 8570.1 IAT II)
- At least one certification in project management (PMP, CAPM, etc.)
Required Skills and Competencies:
- Demonstrated experience managing IT projects within government environments
- Proven track record of leading technical teams while actively participating in project work
- Strong understanding of project management methodologies and best practices
- Experience with project management tools and software
- Excellent communication skills with the ability to effectively interact with clients, management, and technical staff
- Proficiency in creating and maintaining project documentation including plans, schedules, and status reports
- Ability to manage multiple priorities in a fast-paced environment
- Strong problem-solving skills and the ability to identify and implement solutions
- Experience with risk management and mitigation strategies
- Understanding of DOW security requirements and IT governance frameworks
- Knowledge of IT service delivery best practices and quality standards
- Ability to make independent decisions while aligning with program objectives
Desired Skills and Competencies:
- PMP certification
- ITIL certification
- Experience working on federal contracts
- Knowledge of federal IT systems and infrastructure
- Familiarity with DOW acquisition processes
- Experience with Agile project management methodologies
- Advanced technical knowledge in one or more IT specialty areas
- Experience with IT service management tools
- Knowledge of quality management processes and continuous improvement techniques
- Experience with budget management and financial tracking
