Northrop Grumman Aeronautics Systems has an opening for a Program Manager 3 to join our team of qualified and diverse individuals within the Battle Management Architecture, Systems, Technology (BAST) Research and Advanced Design (R&AD) portfolio. This leadership role will be in Melbourne, FL.

The Program Manager is responsible for the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements. The individual will lead a matrixed cross-functional team aligned to common program goals from baseline to completion of scope. The selected candidate will develop a solution that addresses the customer's needs in a compelling and differentiating way. Directing all phases of the deliverables, financial terms/conditions of contract, customer engagement, and execution.

Key Responsibilities/Characteristics:
  • Managing a large diverse partner base in a customer environment that supports it with incremental funding. Being familiar with dynamic purchase order changes, frequency spend plan updates, and managing staff across all incremental updates, albeit schedule or funding.
  • Understand restricted DoD customer communities, program management skills, proven strategic planning and business execution capabilities, as well as the ability to work collaboratively across the enterprise.
  • Development of Customer and stakeholder relationships and cultivation of Customer intimacy.
  • Development and delivery of presentations to Customers, leadership, and program stakeholders.
  • Knowledge of program management standards, policies, and guidelines; but with the ability to modify for efficiency, speed, and agility to support a customer base that is of the mindset to move fast with less bureaucracy.
  • Establish, manage, and track budget baselines, milestones, inter- and intra-program dependencies, and adherence to master plans and schedules. Being able to adapt plans and schedules in an organized forward-facing view to the execution teams.
  • Support the various internal and external program reviews throughout the organization.
  • Establish highly effective means to identify programmatic issues and concerns early, such that resolutions are achieved in a go-fast manner.
  • Leverage the various functional organizations to achieve the cost, schedule, and technical goals of the Program.
  • Be capable of reassigning staff in a dynamic and incremental funded manner, working in concert with the BAST portfolio. Ability to request staffing moves from NCTA to program as needed to ensure success. Build and sustain an effective, engaged, and integrated team in a complex, geographically dispersed, and dynamic environment.
  • Effectively coordinate and collaborate with directorate leadership to ensure required staffing, processes, tools, training, infrastructure, etc. are provided to support successful program execution.

Basic Qualifications:
  • Bachelor's Degree and 9 years, or Master's and 7 years, experience actively executing DoD contracts as the program manager.
  • Experience with Earned Value Management processes.
  • Experience leading small teams in a dynamic work environment.
  • Demonstrated understanding of program risk, opportunity and issue management process.
  • Experience managing multiple suppliers and subcontractors.
  • Must have an active DoD Secret (or higher) clearance (with a background investigation within the past 6 years or enrolled into Continuous Evaluation).
  • Must have ability to obtain and maintain DoD Top Secret clearance with SCI eligibility and the ability to obtain and maintain Special Access Program (SAP) within a reasonable time as determined by business.


Preferred Qualifications:
  • Current TS/SCI.
  • Excellent organizational and written communication skills, as well as project management planning and presentation skills.
  • Proficient with MS Project, Excel, Power Point, Word.
  • Demonstrated ability to create trusted customer relationships.
  • Experience with business management including contracts, pricing, accounting, program planning & financial control, financial planning and program cost and scheduling baselining.
  • Open to direction and collaborative work style; commitment to get the job completed.
  • Prior clearance to a Special Access Program (SAP) or Special Compartmentalized Information (SCI).


Primary Level Salary Range: $166,700.00 - $250,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
