We are seeking a seasoned Federal Financial Management Implementation Project Manager to lead complex, large-scale ERP transformation initiatives within the public sector. The Project Manager will oversee the full lifecycle of federal financial management system implementations, ensuring compliance with regulatory requirements while delivering high-quality, on-time solutions. This position is based in the Fairfax, VA area with work performed at client sites in Washington, DC. A hybrid working model is supported, though local presence is required for client meetings.
Responsibilities
Lead end-to-end implementations of federal financial management systems, including ERP and accounting platforms, from planning through post-implementation.
Develop and manage comprehensive project plans covering scope, schedule, budget, resources, and dependencies to ensure successful delivery.
Serve as the primary point of contact for federal clients, vendors, and internal delivery teams, facilitating project kickoffs, workshops, status meetings, and executive briefings.
Translate complex financial and technical requirements into clear, actionable delivery plans aligned with stakeholder expectations.
Ensure solutions comply with federal financial regulations and standards, including OMB, GAAP, and FASAB.
Oversee testing, validation, audit readiness, risk mitigation, and quality assurance activities throughout the project lifecycle.
Lead and coordinate cross-functional teams, providing direction, mentorship, and fostering a collaborative, high-performance delivery environment.
Produce and maintain project documentation such as charters, status reports, risk logs, and post-implementation reviews.
Track project KPIs and delivery metrics, providing insights and recommendations to support continuous improvement.
Qualifications
10+ years of experience serving as a Project Manager for Oracle E-Business Suite implementations, including Oracle Federal Financials.
Proven success leading large-scale federal financial or ERP implementations and guiding cross-functional functional teams (deep module expertise not required).
Hands-on experience with key financial areas including Accounts Payable (critical), General Ledger, Budget, Core Financials, and G-Invoicing.
Strong understanding of federal financial management processes and regulatory environments.
Bachelor’s degree in Accounting, Finance, Business Administration, Information Systems, or a related field.
PMP or equivalent project management certification strongly preferred, with extensive experience working in Agile delivery environments.
Excellent analytical, organizational, communication, and client-facing skills.
Ability to attend in-person client meetings as needed; local candidates required.
Compensation
Pay rates are based on experience, qualifications, location, and certifications, and are subject to change at any time. $110–$135 per hour
