You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements. Incumbent must complete DoD SCW basic-level certification courses within one year. Requirements for Proficiency Level 1 - At least one year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Foundational level certification requirements within one year of entering the SC position. In addition, 40 hours of continuing education (CUE) every two years.

As a Public Affairs Officer at the GS-1035-12/13 some of your typical work assignments may include:
- Serves as principal advisor in matters pertaining to all aspects of public affairs.
- Analyzes issues and situations from a public affairs perspective and recommends appropriate courses of action.
- Develop and maintain relationships with media outlets, journalists , and bloggers to secure positive media coverage.
- Draft and distribute press releases, media advisories, and talking points to ensure accurate representation of the organization.
- Respond to media inquiries, arrange interviews, and prepare spokespeople for media appearances.
- Develop speeches, articles, news releases, stories, radio/TV scripts, fact sheets, captions for photos, FAQ documents, and other written materials to reach broad audiences with diverse needs and levels of understanding to support the organization's public image.
- Develops a long term public affairs plan incorporating different mediums and methods of communication to include a podcast, video-clips, quick hit videos, etc.
- Provide analytics and narrative assessments for quarterly and annual reports.

- Planning and executing public affairs and communication programs to inform internal and external audiences about organizational missions, policies, programs, and initiatives
- writing, editing, and coordinating a wide range of communication products, including press releases, talking points, speeches, fact sheets, web content, and social media posts
- responding to media inquiries and coordinating interviews with subject-matter experts or senior leaders under established guidance
- supporting crisis or sensitive communications by drafting timely, accurate messaging and ensuring consistency with organizational and departmental policies; applying knowledge of public affairs laws, regulations, ethics standards, and information release policies.
