Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience.

Successful completion of a Ph.D.

- You will control and manage the lifecycle of IT service changes, ensuring beneficial transitions with minimal disruption.
- You will assist in maintaining all four phases of IT portfolio Management (Analyze, Select, Control, Evaluate), promoting standardization across the enterprise.
- You will review and adhere to relevant federal, DoD, and DON directives governing IT Portfolio Management.
- You will Establish and maintain a strong working relationship with NAVIFOR Portfolio Managers, participating in routine liaison and Drumbeat teleconferences.
- You will maintain a collaborative working relationship with the command Accountable Property Officer to facilitate proper General Equipment (GE) management for assigned assets.
- You will track order statuses and proactively communicate updates to the Chain of Command and end users.
- You will evaluate requests for Navy Enterprise Services within established authority and budgetary limits, recommending the optimal course of action.
- You will assist in managing technical refresh cycles, including asset verification, submitting service/task order modifications, and enforcing scheduling/prioritization.

- Experience utilizing a wide range of applications, operating systems, protocols, and equipment with cloud computing service models.
- Experience processing business engineering concepts and methods in order to identify and implement improvements.
- Experience interpreting the appropriate methods to achieve successful and timely completion within budget while monitoring relevant regulations to resolve issues.
GS-11:
