Duties

  • You will control and manage the lifecycle of IT service changes, ensuring beneficial transitions with minimal disruption.
  • You will assist in maintaining all four phases of IT portfolio Management (Analyze, Select, Control, Evaluate), promoting standardization across the enterprise.
  • You will review and adhere to relevant federal, DoD, and DON directives governing IT Portfolio Management.
  • You will Establish and maintain a strong working relationship with NAVIFOR Portfolio Managers, participating in routine liaison and Drumbeat teleconferences.
  • You will maintain a collaborative working relationship with the command Accountable Property Officer to facilitate proper General Equipment (GE) management for assigned assets.
  • You will track order statuses and proactively communicate updates to the Chain of Command and end users.
  • You will evaluate requests for Navy Enterprise Services within established authority and budgetary limits, recommending the optimal course of action.
  • You will assist in managing technical refresh cycles, including asset verification, submitting service/task order modifications, and enforcing scheduling/prioritization.

  • This position is subject to working an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This is a Cyberspace Workforce position, work role code 804-IT SPECIALIST, proficiency level BASIC the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience managing portfolio managements concepts, principles, and best practices for change, service asset, and confirmation management.
  • Experience analyzing IT Procurement Requirements and processing reviews for the Navy Information Technology Approval System.
  • Experience inspecting requests for Navy Enterprise Services within established authority and budgetary constraints.
  • Experience utilizing a wide range of applications, operating systems, protocols, and equipment with cloud computing service models.
  • Experience processing business engineering concepts and methods in order to identify and implement improvements.
  • Experience interpreting the appropriate methods to achieve successful and timely completion within budget while monitoring relevant regulations to resolve issues.

GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience planning, programming, and budgeting, as well as communication with team members regarding Information Architecture and acquisitions.
  • Experience applying industry best practices to support IT lifecycle management.
  • Experience applying IT principles, concepts, methods, standards, and practices, including DOD and DON policies.
  • Experience creating documents, reports, and briefs utilizing Microsoft office 365 applications.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education

All academic degrees and coursework must be from accredited or pre-accredited institutions

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience.

GS-12:
There are no educational substitutions for specialized experience for GS-12.

GS-11:
Successful completion of a Ph.D.
OR
Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
