Position Summary
ANSER is seeking a Program Control Analyst to support the National Reconnaissance Office (NRO) in resource planning, analysis, and execution of complex ground software acquisition programs. In this role, you will perform a variety of resource and acquisition management functions, providing data-driven insight and analytical support to senior leadership. You will collaborate with a multidisciplinary technical workforce across the NRO and with development contractors to ensure accurate financial reporting, compliance with acquisition policies, and effective program execution.

Position Summary
ANSER is seeking a Program Control Analyst to support the National Reconnaissance Office (NRO) in resource planning, analysis, and execution of complex ground software acquisition programs. In this role, you will perform a variety of resource and acquisition management functions, providing data-driven insight and analytical support to senior leadership. You will collaborate with a multidisciplinary technical workforce across the NRO and with development contractors to ensure accurate financial reporting, compliance with acquisition policies, and effective program execution.
Day-to-Day Responsibilities
- Review and consolidate program baselines, spend plans, and budget submissions at the Directorate and NRO levels.
- Conduct cross-program resource and performance analyses to assess impacts, identify trade-offs, and provide resource alternatives to senior management.
- Draft, review, and recommend revisions to budget estimates, funding requirements, and operating guidance for new and existing initiatives.
- Validate and update financial analyses and cost estimates to support current and future program resource planning.
- Maintain Directorate and NRO budget tracks at multiple levels, ensuring alignment with resource constraints and program goals.
- Review and reconcile data across NRO financial systems, including NEXT, FIRST, and the Intelligence Resource Information System (IRIS), ensuring data accuracy and consistency.
- Assess funding impacts on budgets and schedules, recommending corrective actions and solutions for resource challenges.
- Provide financial policy guidance and interpretation to senior management, incorporating Congressional and executive-level changes into documentation.
- Support the design, enhancement, and use of financial databases, decision-support tools, and reporting processes for accurate management oversight.
- Perform trend, statistical, and cost analyses across multiple data sources to inform executive-level decision-making.
- Evaluate program execution performance to ensure consistency with goals, schedules, and available resources.
- Conduct final reviews and coordinate budget submissions, including the Intelligence Program Budget Submission (IPBS), Congressional Budget Justification Book (CBJB), and Congressional Justification Book (CJB).
- Prepare and edit final budget summaries, memoranda, issue papers, and talking points for executive management.
- Develop and present recommendations to resolve cross-program resource issues identified during reviews and meetings.
- Collaborate across program offices, directorates, and oversight organizations to ensure accurate reporting and alignment with NRO financial management policies.

Required Qualifications:
- Bachelor's degree in Finance, Business Administration, Economics, Accounting, or related field.
- Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance with Counterintelligence (CI) polygraph.
- Minimum of 5 years of experience in program control, financial analysis, or acquisition management within the Department of Defense (DoD) or Intelligence Community (IC).
- Demonstrated knowledge of DoD and IC budgetary principles, financial management policies, and acquisition lifecycle resource planning.
- Proficiency in cost analysis methodologies, including trend analysis, modeling, and data interpretation.
- Experience applying Earned Value Management (EVM) principles in a major system acquisition environment.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Preferred Qualifications:
- Minimum of 3 years' experience supporting NRO programs.
- Proficiency with financial management and budget systems, such as NRO FIRST, NEXT, and IRIS.
- Excellent analytical and problem-solving skills with the ability to identify and resolve data inconsistencies.
- Strong written and verbal communication skills, including experience developing presentations and reports for senior leadership.
- Proven ability to manage competing priorities and deadlines in a fast-paced environment.
- Experience providing financial and policy guidance to senior leaders and developing standard operating procedures for financial operations.
