Position Summary

ANSER is seeking a Data Manager to support the National Reconnaissance Office (NRO) by gathering, analyzing, and interpreting data to inform strategic and operational decision-making. In this role, you will identify, extract, validate, and review data from multiple sources and systems to ensure accuracy and consistency. You will leverage statistical analysis, programming, and data visualization tools to translate data into actionable insights and provide guidance to senior management on financial and programmatic trends across the organization.

Day-to-Day Responsibilities
  • Collect, validate, and analyze data from multiple systems to ensure completeness, accuracy, and consistency.
  • Maintain and organize structured data files, repositories, and databases for efficient access and analysis.
  • Create dashboards, charts, graphs, and reports to effectively communicate analytical findings and trends.
    Develop data visualizations using tools such as Tableau to enhance understanding and support executive decision-making.
  • Identify trends, patterns, and areas for improvement in program and financial performance at the Directorate level.
  • Derive meaningful metrics and key performance indicators (KPIs) from various data feeds to support leadership decisions.
  • Collaborate with program control and cross-functional teams to ensure alignment and consistency of data reporting.
  • Perform statistical and quantitative analyses to assess program effectiveness and identify data discrepancies.
  • Interpret and apply financial regulations, policies, and procedures to ensure compliance and accurate reporting.
  • Review and provide recommendations for updates to NRO financial management policies based on data insights.
  • Prepare and present findings, trends, and recommendations to senior management in clear, non-technical terms.
  • Ensure proper data storage, security, and governance practices are followed across systems.
  • Support the standardization and automation of data collection and reporting processes.
  • Assist in the design and improvement of analytic tools and methods to enhance data quality and accessibility.
  • Maintain strong documentation and audit trails to ensure transparency and reproducibility of data analyses.

Required Qualifications
  • Bachelor's degree in Data Analytics, Computer Science, Statistics, Finance, or related field.
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance with Counterintelligence (CI) polygraph.
  • Minimum of 5 years of experience in data analysis, data management, or business intelligence within the Department of Defense (DoD) or Intelligence Community (IC).
  • Prior experience supporting an NRO Program.
  • Demonstrated knowledge of financial regulations, policies, and procedures.
  • Proficiency with data visualization and analytics tools such as Tableau, Power BI, or similar platforms.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Preferred Qualifications
  • Experience applying data analytics to program control, financial management, or acquisition environments.
  • Ability to communicate complex data insights to non-technical audiences clearly and effectively.
  • Proven ability to identify data-driven solutions that improve efficiency and decision-making.
  • Experience developing and maintaining dashboards or automated reporting tools.
  • Strong organizational skills and attention to detail with the ability to manage multiple projects simultaneously.
