Senior Management Analyst – FutureG Applied Research in Mobile Comms Innovation/Acquisition/Execution
Position Overview
Foxhound Federal is seeking a Senior Management Analyst to drive execution excellence for a portfolio of applied research and development programs within and among high level DoD organizations within the OSD and Joint community. The selected candidate will conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and codify/document operations and procedures to assist management in operating more efficiently and effectively. Includes program analysis and management consultation.
Senior Management Analyst candidates will support and advise the Applied Research staff on multiple programmatic efforts related to the research, development, integration, prototyping and transition of various mobile telecommunications technologies across a variety of Joint and Service missions. Successful candidates will have a clear demonstrated record of successful accomplishments, support, and management of US Government programs and of acquisition processes, standards and procedures.
Successful candidates must demonstrate deep understanding of working with US Government contracting organizations to define and execute Research and Development (R&D) acquisition efforts. Additionally, candidates must demonstrate the ability to advise, drive execution, and take initiative on critical programs within the Applied Research portfolio.
Responsibilities
• Provide program/portfolio management analysis and general assistance as necessary, from concept definition through capability demonstration for multiple 5G programs across multiple different mission areas; drive program execution excellence for a portfolio of programs within the OUSD/R&E 5G program office
• Provide execution oversight and the operation of a monthly cadence of Program Management Reviews for the applied research portfolio, including completion and compilation of reporting deliverables
• Provide subject matter expertise and other needed business operations as necessary to ensure efficient and effective execution of the program portfolio
• Analyze and advise government leaders on acquisition options to accelerate start-up and/or execution timelines for DoD applied research and development programs.
• Issue solicitations for 5G and/or “Beyond 5G” applied research and/or prototyping and experimentation programs
• Identify and administer contracting activities and solutions for defined R&D requirements
• Administer monthly program management reviews (PMRs) and quarterly technical reviews.
• Drive monthly PMR deliverables and integration into portfolio-level reporting briefings and documentation
• Support the 5G community stakeholders across the US Government and within industry and academia
Required Qualifications
• Bachelors degree from an accredited college or university
• Significant experience supporting US Government programs in academia, industry, or government roles
• An effective working knowledge and demonstrated aptitude in program management processes such as integrated baseline development and tracking, financial planning and reporting, and/or risk management
• TS Clearance, SCI eligibility
• Strong written and verbal communication skills and the ability to effectively interoperate with peer-level personnel and upper-level executive management
• Strong aptitude with Microsoft Excel application software
• Availability for limited domestic business travel in support to program execution responsibilities; estimated not to exceed 25%
• PMP Certification
