The Space and Intelligence Division provides professional services to the US Space Force, Combatant Commands, Intelligence Community, and NASA. The Intelligence Programs Group (IPG), part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Responsibilities

We are excited to seek a motivated and experienced professional to fill an Enterprise Staff Services Financial Analyst position supporting a Government customer. This role provides Office of Space Launch (OSL) enterprise-wide financial support and works closely with the NRO Business Plans and Operations Directorate to ensure consistent and repeatable financial processes and procedures are implemented across the organization. The position fosters strong collaborative relationships with OSL, BPO, and other stakeholders both internally and externally.

This role delivers comprehensive financial services in support of operations, including accounting, financial administration, performance management, cost estimating, and program control support. The individual must be familiar with policies, regulations, and procedures governing Government financial operations and apply that knowledge to ensure compliant, auditable, and effective financial execution.

Key responsibilities include but are not limited to the following: Provide enterprise wide financial support aligned with mission priorities and organizational business plans. Functionally coordinate with the BPO to ensure standardized financial processes and procedures are implemented and maintained. Prepare, analyze, and reconcile financial statements and related financial information in accordance with Government financial policy and guidance. Provide financial administrative support, including transaction payment and claim processing in compliance with Government requirements. Develop and provide financial data and analysis to support resource allocation and decision making. Perform financial analysis and prepare documentation supporting budget formulation and budget execution activities. Provide Program Planning, Budgeting, and Execution analysis and support across the enterprise. Support cost estimating activities and program control functions for programs. Provide Earned Value Management support including cost schedule and performance analysis and decision support reporting as required. Ensure financial activities comply with applicable Government policies procedures and internal control requirements. Establish and maintain effective working relationships with Government stakeholders internal offices and external partners.

Qualifications

Required Qualifications:
  • Active TS/SCI clearance with Polygraph completed within the last 10 years
    • Please discuss specific polygraph requirements with an SPA Talent Acquisition professional
  • Bachelor's degree from an accredited institution in Finance, Accounting, Business Economics, or a related field
  • Minimum 10 years of relevant financial experience supporting Government or enterprise programs
  • Minimum 5 years of experience supporting the specified Government agency
  • Demonstrated experience supporting Government financial operations, budgeting, and execution activities
  • Demonstrated experience supporting accounting, financial administration, and program control functions in a Government environment
  • Familiarity with Government financial policies, regulations, and internal control requirements
  • Ability to work independently with limited supervision while supporting complex Government financial requirements
  • Strong written and verbal communication skills
  • Ability to report to designated work location in El Segundo, CA, up to full time, based on the needs of the customer


Desired Qualifications:
  • Master's degree in Finance or Accounting
  • Experience supporting enterprise-level or directorate-level government financial operations
  • Experience with Program Planning, Budgeting, and Execution processes
  • Experience supporting Earned Value Management for Government programs
  • Familiarity with Federal appropriations execution rules and audit readiness requirements
