At Noblis and Noblis ESI, we have excellent teams of smart, collaborative, proactive experts and professionals. We are actively seeking to identify personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission & Capability Support (MCS).

DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, MCS executes Research, Development, Test and Evaluation (RDT&E) to transition solution approaches, technologies, and knowledge products in support of DHS Component customers including U.S. Coast Guard (USCG), Transportation Security Administration (TSA), Customs and Border Protection (CBP), U.S. Secret Service, the Federal Emergency Management Agency (FEMA), Immigration and Customs Enforcement (ICE), the Cybersecurity and Infrastructure Security Agency (CISA), Federal, State, Local Tribal and Territorial (FSLTT) first responders, and the larger Homeland Security Enterprise (HSE).

New teammates will support these efforts, as well as augment our existing team working on rapidly developing technology in response to evolving threats. It is anticipated that this role will support Infrastructure Security projects. We are looking for someone who is mission-driven, demonstrates initiative, and engages teammates to proactively and creatively solve problems.

This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be in-person at the DHS S&T client site in Washington, DC as needed. Applicants must be able to regularly commute to the National Capital Region.

Role functions may include:

  • Providing technical and programmatic reviews of deliverables.
  • Supporting the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities, including coordination with related government, academic, and industry partners.
  • Assisting with the development of RDT&E contracts, to include tasks such as developing solicitation material and assessing technical solutions.
  • Providing support to program managers in their continued engagement with DHS S&T customers on the receipt, prioritization, and reporting of their operational capability gaps.
  • Assisting with planning technology transitions to the operational customer.
  • Performing tasks including, but not limited to: writing internal memos; preparing and reviewing presentations; supporting data calls; and organizing, directing, and coordinating planning and production of all activities associated with projects.

Required Qualifications

  • Either:
    • Bachelor's degree and 5 years of relevant experience
    • Master's degree and 3 years of relevant experience
  • Experience , certification, and/or degree in civil, mechanical, chemical, or related engineering/scientific discipline.
  • Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Applicants selected must be eligible to receive DHS Suitability.

Desired Qualifications

  • Demonstrated experience providing technical program management and analytical support to programs and projects serving DHS Mission Areas or other government agencies. Experience with infrastructure and/or research and development contracts is particularly applicable.
  • Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and programmatic issues to apply to the project.
  • Experience facilitating resolution of customer requirements/needs, including helping to identify and document capability gaps, formulate and develop solutions, and participate in and contribute to strategic discussions.
  • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic and financial goals and objectives are met and identify possible program risks.
  • Excellent written skills, communication, and presentation skills.
  • Attention to detail.
  • Proven results-oriented problem-solving abilities.
  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.
  • Experience providing guidance, feedback, and consulting services to federal program managers or similar roles.
  • Experience with project tracking, collaboration, and work management tools such as Excel, Sharepoint, PowerBI, and MS Teams.
