Description:Program Financial Analyst - Level 2

What You Will Be Doing
You will be the Financial Management Analyst for the Advanced Development Programs (ADP) Program Finance team.
As the Financial Management Analyst you will be supporting a multitude of program finance functions including: establishing / managing program Performance Measurement Baselines (PMB), analysis and reconciliation of actual costs, development of Estimates at Complete (EAC), and conducting Earned Value analysis and reporting.
Key Responsibilities
- Support the Advanced Development Programs (ADP) Program Finance team as a Financial Management Analyst.
- Establish, maintain, and manage Program Performance Measurement Baselines (PMB).
- Analyze and reconcile actual program costs to ensure accuracy and compliance.
- Develop and update Estimates at Complete (EAC).
- Perform Earned Value Management (EVM) analysis and support required reporting.
- Allocate program costs in accordance with program structure and financial guidelines.
- Monitor and control program costs, identifying variances and trends.
- Prepare and deliver financial performance reports for internal stakeholders.
- Support preparation of contractual financial deliverables.
- Partner with program managers and cross-functional teams to support financial decision-making.

You are a detail-oriented and analytical finance professional with a foundational understanding of program finance, cost management, and Earned Value Management (EVM) principles. You bring the ability to work accurately with complex data sets while supporting Performance Measurement Baselines (PMB), cost analysis, and Estimate at Complete (EAC) development. Comfortable working in a collaborative, fast-paced environment, you partner effectively with program managers and cross-functional teams to support informed financial decision-making. You are organized, proactive, and eager to continue building your expertise in Advanced Development Programs (ADP), with a strong commitment to accuracy, compliance, and continuous learning.

Basic Qualifications:
- Bachelors degree from an accredited college or 5 years related experience in the absence of a bachelors degree
- Experience in any of the following: Financial analysis, pricing and estimating, expense tracking, program scheduling, Supply chain management and interpreting policy, and/or purchasing/procurement.
Desired Skills:
- Familiarity with Systems, Applications, Products
Software (SAP).
- Familiarity with Hyperion/Accounting Data
Analysis and Reporting (ADAR).
- Experience in developing program budgets and
Estimates at Completion.
- Familiarity with cost/reporting systems similar
to CostView, Deltek Cobra and Cost Point.
- Strong communication and interpersonal skills.
- Active DoD Secret clearance.
- Experience with Microsoft Office Suite products
with emphasis on Excel and PowerPoint.

Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $60,600 - $106,835. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only.
