About the Role
We are seeking an experienced Engineering Manager / Leader with strong Developer Architect and Systems Engineering expertise to lead engineering teams delivering high-impact, mission-critical solutions. This role blends technical leadership, architecture ownership, and hands-on engineering execution, requiring a leader who can guide teams while remaining deeply engaged in system design and development.
This position is contingent upon contract award. The Engineering Manager will define technical vision, partner with Product Owners and Government stakeholders, and ensure the delivery of scalable, secure, and reliable systems in a Scrum-based environment.
Position Summary
This role is responsible for engineering execution, system architecture, and team performance. The Engineering Manager will oversee day-to-day engineering activities, drive architectural decisions, and ensure alignment between developer implementation and system-level requirements while supporting Government program objectives.
Key Responsibilities
Technical Leadership, Architecture & Systems Engineering
• Serve as technical authority for system and software architecture decisions
• Define and evolve system architectures, interfaces, and integration strategies
• Translate mission and system requirements into actionable engineering designs
• Ensure alignment between developer implementations and system engineering constraints
• Drive trade studies, architectural reviews, and technical risk mitigation
Engineering Execution & Delivery
• Lead day-to-day execution of the engineering roadmap
• Oversee projects from inception through deployment, ensuring quality and scalability
• Provide hands-on technical leadership and contribute code or designs when required
• Review code and system designs for performance, security, and maintainability
Team Leadership & Optimization
• Lead, mentor, and optimize cross-functional engineering teams
• Foster Agile/Scrum best practices and continuous improvement
• Maintain appropriate technical, architectural, and project documentation
DevOps, Infrastructure & Tooling
• Oversee CI/CD pipelines, automation frameworks, and testing strategies
• Guide cloud-based build, validation, release, and operational workflows
• Stay current with emerging developer infrastructure and system engineering best practices
Stakeholder & Government Support
• Assist Government personnel with technical planning and execution
• Communicate architectural decisions and system tradeoffs clearly
• Present complex technical information to both technical and non-technical audiences
Required Qualifications
• Bachelor’s or Master’s degree in Computer Science or related field
• 10+ years writing production-quality code
• 10+ years of experience in engineering leadership within Scrum-based environments
• Proven experience as a Developer Architect and/or Systems Engineer
• Strong background in systems, networking, and troubleshooting
• Expertise in code reviews, architecture reviews, and technical governance
• Experience with CI/CD, automation pipelines, and automated testing
• Familiarity with cloud infrastructure and deployment lifecycles
• Strong technical writing and documentation skills
• Outstanding communication and presentation abilities
• Active DoD Secret security clearance
Security & Eligibility
• Must be eligible to support U.S. Government programs
• Active DoD Secret security clearance required
Telework eligibility will be determined by the Contracting Officer’s Representative (COR) on a case-by-case basis after Task Order (TO) award.

Salary is based on knowledge, skills, and abilities (KSA), subject to program requirements.
