SAIC is seeking a Change Manager based in MacDill AFB, FL.
This entry-level position supports the Change and Configuration Team by gathering and documenting requirements for new service requests. The Junior Analyst works under the guidance of the assigned lead to interpreting and formalizing requests from various Components and TSOCs as well as various enterprise stakeholders into clear, actionable IT requirements.

The position will support the Change and Configuration Team, which handles requests for new services, software, and hardware from various Components and TSOCs. These requests are often not clearly articulated, requiring a diligent and detail-oriented approach.
Responsibilities:
- Reviews and approves change priority schema with classifications (impact, priority, risk) and change authorization processes that align with Government requirements.
- Oversee the maintenance, management, and updates of the Request for Change (RFC) status register that is used to record, track, and report on the status of RFCs submitted for consideration.
- Reviews and approves the documentation of RFCs and the classification of proposed changes to the services, which includes the cost of the change, a risk impact assessment, and any system(s) security considerations.
- Develop and implement continual process improvements to the Change Management Plan as directed by the Government.
- Provides change documentation, as required, including proposed metrics for measuring the effectiveness of a change.
- Monitors changes, conduct change reviews, and reports results of changes, impacts, and change effectiveness metrics.
- Verifies that changes meet objectives based upon predetermined effectiveness metrics and determining follow-up actions to resolve situations where the change failed to meet objectives.
- Tracks approved RFCs that met the change objectives, been cancelled, abandoned with Government approval, or otherwise abandoned.
- Facilitates Change Board meetings, including the review of planned changes and results of changes made; ensures that appropriate parties are invited and represented in accordance with approved DoD policies and procedures.
- Performs an analysis of change-related incidents and provides a report, as directed by the Government.
- Conducts research on process improvement and change automation.
- Develops, implements, and maintains internal change management policies.
- Assists with the definition and documentation of new or adapted change processes and procedures.
- Audits change process compliance across for the scope of their site/responsibilities.
- Develops and implements continual process improvements to the Change Management Plan as directed by the Government.
Key Responsibilities:
- Develop and implement change management strategies aligned with DoD regulations, organizational goals, and mission-critical timelines.
- Conduct impact assessments to identify risks and dependencies across classified and unclassified environments.
- Create and execute communication plans that ensure transparency and stakeholder engagement at all levels, including command leadership.
- Monitor and report progress using DoD-approved tools and provide recommendations for continuous improvement.
- Collaborate with cybersecurity, compliance, and operational teams to ensure changes meet security and accreditation requirements (e.g., RMF, NIST standards).
Qualifications
Required Skills and Qualifications:
- Strong understanding of change management principles and methodologies (e.g., ITIL or ITSM) within a DoD or commercial marketplace.
- Familiarity with DoD governance, acquisition processes, and security clearance requirements.
- Excellent communication and interpersonal skills to engage diverse stakeholders, including senior leadership.
- Ability to manage multiple projects under strict timelines and mission constraints.
- Experience with classified systems and adherence to DoD Information Assurance policies.
- Active DoD TS/SCI security clearance.
- Experience supporting large-scale transformation projects within DoD or commercial marketplace.
- Education: Bachelor's degree in business administration, Information Technology, or a related job experience (Preferred).
- Experience: 1 -3 years of experience in a business or requirements analyst role, including internships.
Work Environment:
- Flexibility: Ability to work shifts and weekends as required.
- Travel: Less than 10% of travel may be required.
