In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert working knowledge of an agency's medical command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect the health care administration and professions to develop and execute complex studies that involve multiple locations, a variety of programs, and numerous issues. To include, knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD Acquisition Systems to include Defense Medical Logistics Standard Support system and Medical Readiness Decision Support System. Ability to lead, direct, motivate, coordinate and integrate the work of others; to keep initiatives focused; to assess the effectiveness of efforts and programs; and to adjust programs and priorities accordingly to include work well within a complex DoD organization and lead assigned working groups.
2. Knowledge of CBRN agent and Toxic Industrial Chemical/Material characteristics, properties, and toxicology. Ability to lead others, plan, organize, communicate, advocate, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
3. Knowledge of DoD and AF CBRN and EM strategy, doctrine, principles, policies, and operational concepts. Ability to communicate complex issues effectively both orally and in writing; negotiate and work through complex issues; and maintain positive and professional working relationships.
4. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, Planning, Programming, Budgeting and Execution, exercise, acquisition, and similar activities. Knowledge of information, industrial, physical and personnel security concepts, principles, and practices to plan
and implement security programs in these areas.
5. Skill in developing, synthesizing, and conducting comprehensive studies, and preparing solutions to resolve substantive problems. 11.Knowledge of required security special access program (SAP) Special Access Required and sensitive compartmented information (SCI) security procedures.
6. Ability to synthesize PACOM strategy and Pacific CBRN future threats into needed future fully integrated joint/coalition MC-CBRN capabilities. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and support the security program for the installation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Analyzes AFMOA-provided Medical treatment Facility (MTF) process measurements and develops executive summaries and alternative courses of action as needed for MAJCOM SG vector. Analyzes and presents updated measures to the MAJCOM SG to support the Surgeon's monitoring and subsequent direction to MTF healthcare operations throughout the command.
- Implements and administers the personnel security program. Establishes local procedures for processing requests for security accesses for military, civilian and contractor personnel. Initiates and reviews all requests for personnel security investigations consistent with directives.
- Supports the AFMOA business planning process, medical program goals, objectives, the sequence and timing of program events and milestones, evaluating the significance and impact of program accomplishments. Reviews/analyses MAJCOM/SG long and short-term business plans and proposes/advocates adjustments back through AFMOA and the corporate process of obtaining AF/SG approval.
- Develops standards/measures covering complex health managerial issues and represent subordinate MTF and the MAJCOM/SG to AFMOA functionals. Provides in-depth and factual decision support to AFMOA and the MAJCOM SG in terms of optimal solutions to MTF health care operational issues and concerns within the MAJCOM operational environment that meet customer requirements.
- Develops, designs, facilitates and conducts annual MC-CBRN staff assistance visits and table-top or field training exercises to subordinate installations throughout the Pacific AO. Prepares and publishes annual SAV schedules as needed.
