Conditions of Employment Continued:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
This position is designated as a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of KEY positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
This position is Emergency Essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes a mastery of the Communication and Cyber portions of the CPWG sufficient to provide expert technical, administrative, protective, investigative, and professional work. A mastery of the C2 capabilities infrastructure, functions, work processes/programs of USSOCOM, as well as an expert analytical ability to gather, assemble, and analyze facts, draw conclusions and devise solutions to recommendations/problems which will increase the effectiveness of USSOCOM missions and operations. Expert knowledge in a wide range of information techniques, requirements, methods, and procedures as well as a broad technical knowledge of other disciplines activities, functions, and services accomplished directly by this position will significantly impact a wide range of SOCOM activities, the work of sub-ordinate commands, military special warfare service components, the Joint Staff, and the Secretary of Defense.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, concepts, and theories of Cyber Operations, Communications, Capabilities and the standard practices, methods, and tactics, techniques, and procedures related to Commander's objectives sufficient to perform difficult and complex assignments peculiar to Special Operations Forces (SOF).
2. Knowledge of analytical and evaluative methods and techniques, as well as ability to plan, schedule, and conducts projects and studies to evaluate and recommend ways to reduce risks and improve the effectiveness of operations to include adapting or developing new or modified methods reference to SOCOM Operations, programs, techniques, concepts and policies.
3. Knowledge of SOF Operations to perform analytical studies and prepare reports, briefings, documentation, and correspondence to articulately communicate factual and procedural information peculiar to SOF.
4. Skill in applying the principles, concepts and practices of analysis sufficient to perform difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, Joint Service-members, and Senior Leaders.
6. Ability to apply analytical investigative techniques to execute all required tasks.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Leads Defensive Cyberspace Operations and Communication Analysis. Formulates plans, policies, procedures, and risk mitigation options dealing with the development and operation of enterprise and Inter-Agency wide cyberspace and communications capabilities, planning functions, and activities.
- Identifies and recommends risks mitigations for the Combatant Command level to ensure strategic, operational, and tactical SOF operations and capabilities are maintained across the range of military operations.
- Determines strategic and operational requirements related to SOF Operations. Leads the effort to support threat analysis, planning, policy implementation, and integration of analytic assessments, in order to analyze operational, technological, and threat based inputs and identify operational needs and devise solutions to mitigate shortfalls.
- Performs Engagement, Consulting and Liaison Duties. Draws on expert knowledge of the concerns and priorities of DoD/Inter-Agency/International Partners, as well as expert knowledge of SOF missions and capabilities to support and participate in definition of CCMD program directives.
- Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
