In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) working with overall mission, functions, operations, laws, regulations, programs, and practices; (2) working with financial resources, deployment and readiness, military and civilian personnel, process improvement and administrative specialists that provide services for personnel; and (3) managing short and long-range programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the overall mission, functions, operations, laws, regulations, programs, and practices of a military wing.
2. Knowledge of safety, personnel management, Equal Opportunity (EO) and EEO regulations, practices, and procedures.
3. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of a small to medium sized organization, to provide high level staff guidance and to participate in the development of goals, objectives, and policies.
4. Ability to communicate effectively, both orally and in writing, and the relationship of the various entities involved in overall exercise planning and execution of military operations and assessments.
5. Skill in managing the work operations of multiple organizational segments to meet program requirements, goals and objectives within available resources.
6. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinates.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Plans, organizes, and oversees the activities of the 916th Air Refueling Wing staff members, ensuring that the Wing Staff complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and 916th Air Refueling Wing Commander objectives.
- Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
- Represents the 916th Air Refueling Wing with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with 4th Air Force, Air Force Reserve Command, 4th Fighter Wing, Air Combat Command, 305th Air Mobility Wing, Air Mobility Command, 414thFighter Group, 567 RED HORSE Squadron, as well as multiple other agencies located locally or globally.
- Plans/conducts staff meetings as directed. Obtains necessary background information, materials, and data to ensure complete coverage of issues.
- Manage organizational resources for executive support, services and activities. Conductions management studies, inquiries, and surveys to determine support requirements and to measure the effectiveness of existing structures in meeting objectives.
- Performs a variety of staff studies relating to the management of the Wing. Evaluates program effectiveness and provides data required to support current or future plans and operations.
