Site Safety and Health Officer

Overview

Nakupuna Consulting is seeking a Health & Safety Officer to support environmental projects in Hawaiʻi, with additional responsibilities across the corporate Health & Safety program. The position is responsible for ensuring regulatory compliance, promoting safe work practices, conducting hazard assessments, and supporting health and safety program development across multiple Nakupuna initiatives.

This position requires knowledge of OSHA, EPA, DOE, and USACE EM 385-1-1 standards and emphasizes the ability to manage safety and health aspects of environmental, demolition, and remediation projects, including hazardous materials and hazardous waste operations.

• Field Safety Management
• • Implement site-specific Health & Safety Plans (HASPs), Accident Prevention Plans (APPs), and Emergency Action Plans (EAPs).
  • Conduct field inspections, audits, and monitoring to ensure compliance with regulatory and company safety requirements.
  • Oversee hazardous material handling, sampling, remediation, and disposal activities.
  • Perform job hazard analyses (JHAs) and hazard identification for project-specific activities.
• Corporate Health & Safety Support
  • Assist in development and revision of corporate-wide safety policies and programs.
  • Conduct or coordinate Health & Safety training for employees (e.g., HAZWOPER refreshers, General Industry and Construction safety).
  • Support corporate compliance with OSHA reporting, recordkeeping, and incident investigation requirements.
• Reporting and Documentation
  • Complete thorough documentation of daily field activities, inspections, accidents/incidents, and near-miss events.
  • Maintain and track safety equipment inventory and certifications.
  • Prepare technical reports, Root Cause Analyses (RCAs), and corrective action plans.
• Regulatory Compliance
  • Apply all applicable local, state, and federal laws and standards (e.g., OSHA, USACE EM 385-1-1, Hawaii DOH regulations).
  • Recommend and enforce protective measures to mitigate hazardous working conditions.
• Emergency Response
  • Exercise authority to stop work for unsafe acts.
  • Provide support during emergency situations and participate in drills and real-world emergency responses.
• Stakeholder Communication
  • Interface with project managers, quality control personnel, subcontractors, and client representatives.
  • Participate in client safety meetings and planning sessions.

Qualifications

Skills/Qualifications:

• Ability to interact professionally with multidisciplinary teams, contractors, and clients.
• Strong technical writing, analytical, and communication skills, and the ability to write project work plans, health and safety plans, etc.
• Proficiency with Microsoft Office (Word, Excel, Outlook).
• Ability to manage multiple projects and priorities in a fast-paced environment.
• Critical thinking and rapid decision-making capabilities in the field.

Education and Certifications:

• Bachelor's degree in Occupational Safety, Environmental Science, Industrial Hygiene, Public Health, or a related field (preferred).
• Certified Safety Professional (CSP).
• OSHA 40-hour HAZWOPER certification (current with annual refreshers).
• OSHA 30-hour General Industry or Construction certification.
• Must possess a valid driver's license and an acceptable driving record as evidenced by a Motor Vehicle Record (MVR) check.
• Certified Industrial Hygienist (CIH) (preferred over CSP but not required).
• Lead Inspector or Risk Assessor certification (preferred).

Experience:

• Minimum of 5 years of experience supporting Health & Safety operations in construction, environmental remediation, demolition, or hazardous waste management projects.
• Experience developing and implementing Health & Safety plans and field oversight in accordance with federal/state regulations.
• Prior experience working on Department of Energy (DOE) and U.S. Army Corps of Engineers (USACE) projects is preferred.
• Experience in environmental investigation and remediation work, particularly in Hawaiʻi, is a plus.

Travel Requirements:

Ability and willingness to travel to Government Installations up to 25% of the time.

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation :

• Must be able to perform physical activities, such as, but not limited to, lifting equipment (up to 30 lbs. unassisted), bending, standing, climbing, or walking.
• Must be able to safely use manual tools and power equipment common in the construction trades.
• Must be able to safely handle and tolerate exposure to hazardous materials.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $110,00.00 to $140,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
