The Release / Delivery Manager ensures that all releases, deployments, versions, and system integrations supporting the Department of Veterans Affairs (VA) Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 program are delivered in a controlled, predictable, and compliant manner. This role leads release planning, governance, and execution to ensure alignment with VA enterprise schedules, quality gates, and governance controls, while continuously improving delivery processes to enhance stability, reliability, and efficiency.

The Release / Delivery Manager ensures that all releases, deployments, versions, and system integrations supporting the Department of Veterans Affairs (VA) Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 program are delivered in a controlled, predictable, and compliant manner. This role leads release planning, governance, and execution to ensure alignment with VA enterprise schedules, quality gates, and governance controls, while continuously improving delivery processes to enhance stability, reliability, and efficiency.
DUTIES AND RESPONSIBILITIES:
- Plan, coordinate, and govern all release, deployment, versioning, and system integration activities.
- Develop and maintain release plans, schedules, dependencies, and rollback strategies.
- Ensure releases are executed in accordance with VA enterprise schedules, quality gates, governance requirements, and cybersecurity standards.
- Provide overall leadership and oversight for delivery activities and personnel supporting release execution.
- Establish work standards, assign delivery schedules, review work products, and supervise delivery staff.
- Identify release and delivery risks and implement mitigation strategies to ensure successful outcomes.
- Monitor release and pipeline performance, identify bottlenecks, and implement process improvements.
- Serve as the primary liaison between technical teams, stakeholders, and VA leadership to coordinate delivery objectives and expectations.
- Provide regular status updates and reports on release progress, risks, and outcomes.
- Coordinate response and resolution for release-related incidents, outages, or deployment issues.
- Contribute to system design and integration planning to support effective and reliable releases.
- Establish, track, and report key performance indicators (KPIs) related to release and delivery performance.
- Lead and mentor delivery and IT teams, supporting accountability, collaboration, and professional development.
KNOWLEDGE AND SKILLS REQUIRED:
- Minimum of six (6) years of experience in release management or delivery management roles.
- Demonstrated experience managing release and delivery activities in complex IT environments.
- Strong understanding of release management methodologies, delivery governance, and dependency management.
- Experience coordinating deployments and integrations across multiple technical teams.
- Strong leadership and project management skills, including familiarity with Agile or Scrum practices.
- Experience using GitHub or similar platforms to support release and version management.
- Strong problem-solving skills with a proactive approach to issue resolution.
- Excellent written and verbal communication skills, including the ability to communicate technical concepts to non-technical audiences.
- Strong attention to detail with a focus on delivering reliable, high-quality outcomes.
KNOWLEDGE AND SKILLS DESIRED:
- Experience working with Federal agencies, particularly the Department of Veterans Affairs.
- Familiarity with DevSecOps -aligned release and delivery practices.
- Experience managing delivery metrics, KPIs, and performance reporting.
- Experience supporting system integrations within large enterprise environments.
EDUCATION:
- Bachelor's degree in Computer Science , Engineering, or a related discipline, or equivalent experience.
CLEARANCE:
- Must be able to obtain and maintain a Public Trust clearance.
