The Quality Assurance Manager leads the design, execution, and continuous improvement of the program's quality assurance strategy supporting enterprise technology solutions under the Department of Veterans Affairs (VA) Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 program. This role ensures that system functionality, data integrity, and delivery outcomes meet defined acceptance criteria for accuracy, reliability, performance, and security. The Quality Assurance Manager establishes quality standards, metrics, and reporting that provide leadership with visibility into delivery readiness, risk, and overall product quality.

This role ensures that system functionality, data integrity, and delivery outcomes meet defined acceptance criteria for accuracy, reliability, performance, and security. The Quality Assurance Manager establishes quality standards, metrics, and reporting that provide leadership with visibility into delivery readiness, risk, and overall product quality.
DUTIES AND RESPONSIBILITIES:
- Develop, implement, and maintain a comprehensive Quality Assurance (QA) Plan aligned with program objectives and established business practices.
- Lead and govern QA activities, including manual and automated testing, regression testing, integration testing, and defect management.
- Ensure testing practices align with DevSecOps principles and that all increments of functionality are validated prior to release.
- Validate data integrity across source systems, repositories, and downstream products to ensure accuracy and reliability.
- Manage defect tracking, quality control, and quality analysis activities to verify deliverables meet defined acceptance criteria.
- Establish and maintain IT quality standards, metrics, and key performance indicators.
- Oversee the development and execution of test plans, test scripts, and validation activities.
- Identify quality risks associated with software releases and develop mitigation strategies.
- Lead investigation, resolution, and documentation of quality issues and defects.
- Maintain QA documentation, including processes, test results, and quality outcomes.
- Produce and present regular QA status, risk, and readiness reports to program leadership.
- Collaborate with project managers, developers, and business stakeholders to integrate quality objectives throughout delivery.
- Provide leadership, mentoring, and performance management for QA team members.
KNOWLEDGE AND SKILLS REQUIRED:
- Minimum of four (4) years of experience in quality assurance management.
- Experience leading quality assurance efforts in complex technology or enterprise environments.
- Strong knowledge of quality management and quality improvement methodologies.
- Experience developing and executing QA strategies, plans, and testing frameworks.
- Proficiency with manual and automated testing approaches.
- Experience with defect tracking, quality metrics, and reporting.
- Strong analytical and problem-solving skills with a proactive approach to issue resolution.
- Excellent written and verbal communication skills, including the ability to convey technical concepts to non-technical audiences.
- Strong attention to detail and commitment to high-quality outcomes.
- Effective leadership and interpersonal skills to manage and motivate teams.
KNOWLEDGE AND SKILLS DESIRED:
- Experience working with Federal agencies, particularly the Department of Veterans Affairs.
- Experience applying continuous improvement methodologies such as Lean or Six Sigma.
- Familiarity with DevSecOps -aligned testing and continuous integration practices.
- Experience supporting regulated or compliance-driven environments.
- Experience working with cross-functional delivery teams in iterative or Agile settings.
EDUCATION:
- Bachelor's degree in Computer Science , Engineering, or a related discipline, or equivalent experience.
CLEARANCE:
- Must be able to obtain and maintain a Public Trust clearance.
