The Program Manager provides senior leadership and oversight for contract execution, ensuring alignment with business objectives, mission priorities, and VA stakeholder expectations, in support of the Department of Veterans Affairs (VA) Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 program. This role is responsible for establishing program governance, managing resources, ensuring contractual compliance, and overseeing overall performance. The Program Manager leads program planning, quality management, reporting, stakeholder engagement, escalation, and continuous service improvement, while ensuring contractor and subcontractor teams operate cohesively. This position drives informed decision-making by aligning delivery priorities, risk management, and performance outcomes with VA enterprise goals.

DUTIES AND RESPONSIBILITIES:

  • Directs overall contract execution, overseeing multiple task orders, projects, and cross-functional teams in distributed environments.


  • Establishes and enforces program governance, ensuring compliance with contractual requirements and industry best practices, including SDLC and ITIL.


  • Serves as the primary point of contact for government stakeholders, maintaining transparency, responsiveness, and trusted working relationships.


  • Maintains holistic awareness of program health, proactively managing risks, dependencies, and impacts to cost, schedule, and performance.


  • Plans and manages program execution, including staffing, resource allocation, financial control, and performance management.


  • Oversees delivery teams and subcontractors to ensure all services and deliverables meet contractual, quality, and performance standards.


  • Ensures all required deliverables and program artifacts are developed, quality reviewed, and submitted in accordance with contract timelines.


  • Monitors customer satisfaction, escalates issues when necessary, and leads corrective and preventive action planning.


  • Prepares and delivers routine status reports and executive briefings for customer and corporate leadership.


  • Develops and executes an effective communications approach to ensure timely and accurate information flow across stakeholders.


  • Identifies, tracks, and mitigates program risks and issues using both customer and internal tracking systems.


  • Mentors subordinate Project Managers and supports succession planning and cross-training to ensure continuity of key capabilities.


KNOWLEDGE AND SKILLS REQUIRED:

  • Minimum of eight (8) years of program management experience overseeing complex IT initiatives.


  • Proven experience managing large, complex government contracts.


  • Strong analytical, problem-solving, and decision-making skills.


  • Excellent written and verbal communication skills, including executive-level briefings.


  • Ability to collaborate effectively across technical, operational, and stakeholder teams.


KNOWLEDGE AND SKILLS DESIRED:

  • Experience working with Federal agencies, particularly the Department of Veterans Affairs.


  • Program management certifications such as PMP, PgMP , SAFe , or equivalent.


EDUCATION:

  • Bachelor's degree in Computer Science , Engineering, or a related discipline, or equivalent experience.


CLEARANCE:

  • Must be able to obtain and maintain a Public Trust clearance.
