The Chief DevSecOps Engineer provides senior technical leadership for DevSecOps practices supporting the Department of Veterans Affairs (VA) Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 program. This role designs, implements, and governs secure, automated delivery pipelines and scalable infrastructure while embedding security and compliance throughout the software development lifecycle. The Chief DevSecOps Engineer serves as a technical authority across delivery teams, establishing architectural standards, guiding technology selection, and ensuring reliable, secure, and high-quality system delivery in alignment with federal and VA requirements.
DUTIES AND RESPONSIBILITIES:
• Design, implement, and manage secure CI/CD pipelines and scalable, resilient infrastructure environments.
• Lead the strategic design, implementation, and continuous improvement of enterprise DevSecOps practices, tools, and pipelines.
• Integrate security and compliance controls throughout all phases of the software development lifecycle.
• Analyze and define security requirements for systems and applications, and design solutions that meet those requirements.
• Perform risk analyses of systems and applications during all phases of the system development lifecycle and support mitigation planning.
• Lead the integration and implementation of system security solutions across development, testing, and production environments.
• Establish architectural and engineering standards aligned with program objectives, delivery goals, and security requirements.
• Collaborate with product managers, solution architects, engineers, security teams, and IT operations to ensure coordinated execution and a unified technical direction.
• Champion best practices in infrastructure as code, automated testing, CI/CD, and zero-trust security principles.
• Develop and maintain DevSecOps metrics, dashboards, and reporting to monitor pipeline reliability, security posture, and delivery performance.
• Oversee operational reliability, scalability, performance, and availability from a DevSecOps and platform engineering perspective.
• Mentor and train junior DevSecOps Engineers and technical leads.
• Evaluate and recommend emerging technologies and tools to improve integration, performance, scalability, and security.
KNOWLEDGE AND SKILLS REQUIRED:
• Minimum of eight (8) years of experience as a DevSecOps Engineer or in a closely related role.
• Proven experience designing and implementing DevSecOps solutions in complex enterprise environments.
• Expertise with modern DevSecOps toolchains, CI/CD pipelines, cloud platforms, container orchestration, and configuration management tools.
• Strong knowledge of secure software development practices, vulnerability scanning, and remediation techniques.
• Understanding of microservices architectures, APIs, service meshes, and event-driven systems.
• Experience performing security risk assessments and integrating mitigation strategies throughout the SDLC.
• Ability to integrate compliance controls and reporting into DevSecOps pipelines for continuous monitoring.
• Strong analytical, problem-solving, and decision-making skills.
• Effective written and verbal communication skills and the ability to collaborate across technical and business stakeholders.
KNOWLEDGE AND SKILLS DESIRED:
• Experience working with Federal agencies, particularly the Department of Veterans Affairs.
• Experience leading DevSecOps, platform engineering, or enterprise infrastructure teams.
• Familiarity with federal security and compliance frameworks, including FISMA, FedRAMP, and NIST standards (e.g., NIST SP 800-53).
EDUCATION:
• Bachelor's degree in Computer Science, Engineering, or a related discipline, or equivalent experience.
CLEARANCE:
• Must be able to obtain and maintain a Public Trust clearance.
