The Business Analyst Manager provides leadership and oversight for business analysis activities supporting enterprise and large-scale technology solutions under the Department of Veterans Affairs (VA) Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 program. This role is responsible for ensuring high-quality requirements development, workflow analysis, and process alignment with mission objectives and regulatory drivers. The Business Analyst Manager serves as a primary liaison between stakeholders and technical teams, ensuring business needs are clearly defined, traceable, and effectively translated into solutions that support successful delivery and validation.
DUTIES AND RESPONSIBILITIES:
• Lead and manage a team of Business Analysts responsible for eliciting, documenting, prioritizing, and communicating business requirements.
• Provide advanced domain expertise to support scenario modeling, policy interpretation, and workflow and process analysis.
• Evaluate organizational workflows, processes, and procedures to support enterprise-wide or large-scale information management system solutions.
• Ensure requirements are complete, consistent, and traceable from definition through delivery and validation.
• Facilitate collaboration between stakeholders and technical teams to ensure requirements are clearly understood and accurately implemented.
• Identify current and future cross-functional requirements and system interfaces.
• Support solution design efforts by ensuring requirements align with software, hardware, and communications needs.
• Ensure solutions align with applicable standards, policies, and open systems architecture requirements.
• Collaborate with stakeholders, cross-functional teams, external partners, and end users to support continuous improvement in delivery outcomes, user experience, and operational efficiency.
• Provide governance, guidance, and mentoring to Business Analysts, while standardizing analysis methods and practices.
• Support alignment of current-state and future-state processes, capabilities, and technologies with organizational strategy and compliance mandates.
• Provide day-to-day supervision of assigned staff, as required.
KNOWLEDGE AND SKILLS REQUIRED:
• Minimum of six (6) years of relevant professional experience.
• Experience leading business analysis efforts in complex or enterprise environments.
• Strong proficiency with requirements management tools such as JIRA or Azure DevOps.
• Experience using process modeling and visualization tools such as Visio or Lucidchart.
• Proficiency with documentation and collaboration platforms such as Confluence.
• Knowledge of Agile and iterative development methodologies.
• Understanding of DevSecOps practices and their impact on requirements and solution design.
• Strong analytical, critical thinking, and problem-solving skills.
• Effective written and verbal communication skills, including the ability to present complex information clearly.
• Ability to facilitate collaborative sessions and manage stakeholder expectations.
KNOWLEDGE AND SKILLS DESIRED:
• Experience working with Federal agencies, particularly the Department of Veterans Affairs.
• Experience supporting regulated or compliance-driven environments.
• Knowledge of federal compliance standards and guidelines, including FISMA, NIST, Section 508, and FedRAMP.
• Experience managing requirements traceability across development, testing, and validation.
• Demonstrated leadership and team-building capabilities, including mentoring and staff development.
• Strong organizational skills and the ability to manage competing priorities and deadlines.
EDUCATION:
• Bachelor's degree in Computer Science, Engineering, or a related discipline, or equivalent experience.
CLEARANCE:
• Must be able to obtain and maintain a Public Trust clearance.
