SUMMARY :

PRIMARY PURPOSE: The Resource Analyst, financial manager, and principle advisor to the USSOCOM Command Engineer and staff on all matters relative to the coordination, integration, and synchronization of MILCON construction projects, contracts funding, timekeeper, travel manager, Government Purchase Card (GPC) manager, events, and activities personally affecting and involving the USSOCOM Engineer Office and staff.

DUTIES :
  • Serves as USSOCOM Engineer Resource Analyst (Operations & Maintenance, O&M).
  • Serves as USSOCOM Engineer Resource Analyst (Military Construction, MILCON).
  • Manages workflow and overall quality, efficiency of day-to-day staff operations.
  • Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

    • The incumbent must be able to obtain and maintain a Special Sensitive, Top Secret (SCI) security clearance.

    • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
    Qualifications

    CONDITIONS OF EMPLOYMENT (CONTINUED) :
    • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Publication Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
    • This is a Term position 13 MONTHS; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using " Reinstatement " eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
    • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

    QUALIFICATIONS:
    In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include- Comprehensive knowledge of administrative management guidance published by DoD and USSOCOM to ensure uniform interpretation and implementation; Comprehensive knowledge of the theory and principles of management and organization, including administrative practices and procedures common to the organization, such as areas of responsibilities, travel service, budget service, routing, correspondence, filing systems and storage of files and records; In-depth knowledge of MILCON Construction Project Program, funding, U.S. Army Corp of Engineer, contracting procedures, and administrative procedures, mission and functions; Knowledge of ATAAPS system to perform as a timekeeper; knowledge of ABSS and DEAMS systems in order to enter contract projects and funding of projects; and knowledge of the Defense Travel System and government Purchase Card procedures, concepts and theories; Knowledge of and skill in operating a full office automation and associated peripheral equipment; and Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness of programs within the USSOCOM Engineering Office and to develop and implement efficient and effective administrative policies and procedures.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of administrative concepts, principles, and practices sufficient to perform independently such duties as eliminating conflict and duplication in extensive office procedures; determining when new procedures are needed; systematically studying and evaluating new policies, methodologies; and procedures and recommending acceptance or rejection of their use; studying the administrative activities of the office and recommending a specific restructuring of the way activities are carried out throughout the USSOCOM Engineer Office.
  • Knowledge of MILCON and P&D funding for each construction project in order to mont8ior construction, completion status, MILCON reports, and update the MILCON database.
  • Knowledge of funding option years on contacts in the ABSS system to ensure all funding is available and any funds remaining, these funds are de-obligated and to perform as USSOCOM Engineering resource analyst.
  • Knowledge of Timekeeper ATAAPS systems, Government Purchase Card (GPS), and Defense Travel System (DTS) procedures, concepts and regulations in order to monitor funding in the administrative management for USSOCOM Engineer Office.
  • Ability to analyze, plan, and adjust work operation, administrative management programs to meet program requirement and objectives within available resources.
  • Ability and Skill to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
